HOUSE CONCURRENT RESOL UTION NO. 99

MEDICAID:  Requests the La. Department of Health to fully utilize the NASPO ValuePoint
process to procure Medicaid management information system components and
services
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Department of Health to fully utilize the National
3 Association of State Procurement Officials' ValuePoint process to procure Medicaid
4 management information system components and services.
5 WHEREAS, ValuePoint is the cooperative contracting arm of the National
6Association of State Procurement Officials (NASPO), a nonprofit organization formed in
71947 and comprised of the chief procurement officials of all fifty states, Washington, D.C.,
8and the United States territories which supports best practices in public procurement
9throughout the country; and
10 WHEREAS, the federal government works with NASPO to help remedy recurring
11issues in state procurement especially related to complex services needed to deliver federally
12funded programs; and
13 WHEREAS, for these purposes, the federal government and NASPO have created
14the NASPO ValuePoint procurement process whereby the federal government vets and
15pre-approves high-quality vendors and authorizes states to expeditiously secure high-quality
16contractors for certain programs; and
17 WHEREAS, the NASPO ValuePoint process enables states to leverage the spending
18power of numerous participating states through a single solicitation with value-added
19benefits and superior contract terms; and
20 WHEREAS, NASPO ValuePoint and its associated contractors focus on price,
21quality, reliability, warranties, and service while protecting states' interests with favorable
22terms and conditions; and

1 WHEREAS, states benefit from the lower administrative costs of processing
2solicitations by leveraging the expertise of procurement and subject matter experts across
3state boundaries; and
4 WHEREAS, this division of labor allows states to share their resources, efficiently
5meet the needs of their end users, and better serve the public; and
6 WHEREAS, states that utilize the NASPO ValuePoint procurement process have the
7opportunity to select one or more vetted companies to compete for contracted work; and
8 WHEREAS, the NASPO ValuePoint procurement process allows states to receive
9services from a federally vetted vendor with specific subject matter experience and expertise,
10significantly protecting those states against the possibility of federal penalties associated
11with vendors that do not adequately perform; and
12 WHEREAS, in prior years, the United States Department of Health and Human
13Services has penalized the Louisiana Department of Health (LDH) for not meeting federal
14standards relating to Medicaid management information system (MMIS) components; and
15 WHEREAS, like agencies of other states, LDH has the full capability and authority
16to utilize the NASPO ValuePoint procurement process to avoid potential penalties and
17secure proven providers for certain components of its MMIS; and
18 WHEREAS, LDH utilizing the NASPO ValuePoint procurement process would
19enhance the department's ability to address many findings of the Louisiana Legislative
20Auditor's performance audits relative to this state's MMIS; and
21 WHEREAS, the NASPO ValuePoint procurement process can facilitate a better
22experience for both providers in and beneficiaries of this state's Medicaid program; and
23 WHEREAS, this procurement process would not limit LDH's authority to make
24stipulations to NASPO ValuePoint providers relating to the opening of offices in Louisiana
25and the hiring of Louisiana residents to reflect the demographics of this state; and
26 WHEREAS, to assist states with administering complex federal programs, the
27NASPO ValuePoint evaluation, scoring, and award process is purposely completed in an
28open, fully transparent, competitive bid and solicitation environment to ensure compliance
29with as many procurement processes and policies of U.S. states as possible.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the Louisiana Department of Health to fully utilize the National Association
3of State Procurement Officials' ValuePoint process to procure Medicaid management
4information system components and services.
5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
6commissioner of administration, the secretary of the Louisiana Department of Health, and
7the executive director of the Louisiana Managed Medicaid Association.
