HOUSE RESOLUTION NO. 250

INSURANCE/HEALTH:  Creates a special commission to study the costs and feasibility of
providing insurance coverage for the diagnosis of and treatment for infertility
1	A RESOLUTION
2To create a special legislative commission to study the costs and feasibility of providing
3 insurance coverage benefits for the diagnosis of and treatment for infertility,
4 including but not limited to standard fertility preservation services, intrauterine
5 insemination procedures, and in vitro fertilization procedures.
6 WHEREAS, according to the Centers for Disease Control and Prevention (CDC),
7over twelve percent of women of reproductive age in the United States have difficulty
8becoming pregnant or staying pregnant; and
9 WHEREAS, according to the American Society for Reproductive Medicine, the
10cause of infertility is evenly divided between women and men, and approximately one-third
11of cases are unexplained or involve both partners being diagnosed; and
12 WHEREAS, approximately nine percent of cancer patients are diagnosed in or prior
13to their reproductive years and face treatments that can impair their fertility; and 
14 WHEREAS, increasing accessibility to infertility treatments will expand the state's
15healthcare services and improve the short- and long-term health outcomes for the resulting
16children and mothers, which may also reduce healthcare costs by reducing adverse
17outcomes; and
18 WHEREAS, by providing services to diagnose and treat infertility, Louisiana will
19retain existing young families and attract potential new residents.
20 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
21Legislature of Louisiana does hereby create a special legislative commission to study the

1costs and feasibility of providing insurance coverage benefits for the diagnosis of and
2treatment for infertility, including but not limited to standard fertility preservation services,
3intrauterine insemination procedures, and in vitro fertilization procedures.
4 BE IT FURTHER RESOLVED that the special legislative commission shall be
5composed of the following members:
6 (1) The chairman of the House Committee on Insurance or his designee.
7 (2) The chairman of the House Committee on Health and Welfare or his designee.
8 (3) Two members of the House Committee on Insurance appointed by the speaker
9of the House of Representatives.
10 (4) One member of the House Committee on Health and Welfare appointed by the
11speaker of the House of Representatives.
12 (5) The speaker of the House of Representatives or his designee. 
13 (6) The speaker pro tempore of the House of Representatives or his designee.
14 BE IT FURTHER RESOLVED that the special legislative commission shall convene
15no later than September 1, 2022, and shall elect a chairperson from among its membership. 
16The chairperson shall call the initial, organizational meeting of the commission and all
17subsequent meetings, and the commission shall report its findings and recommendations
18from the study called for in this Resolution to the speaker of the House of Representatives
19and the House Committee on Insurance no later than February 1, 2023.
20 BE IT FURTHER RESOLVED that the Louisiana Department of Insurance may
21provide necessary support to carry out the purposes of this Resolution.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
23commissioner of insurance.
