ENROLLED 2022 Regular Session HOUSE RESOLUTION NO. 85 BY REPRESENTATIVES DAVIS, SCHEXNAYDER, AND TURNER A RESOLUTION To commend Malcolm Broussard on the occasion of his retirement. WHEREAS, Malcolm Broussard holds a bachelor of science degree in pharmacy from Xavier University in New Orleans and a bachelor of science degree in zoology from McNeese State University in Lake Charles; and WHEREAS, Mr. Broussard began his professional career in May 1978 as a staff pharmacist at the Hotel Dieu Hospital in New Orleans; in March 1980, he took the same position at JoEllen Smith Memorial Medical Center in New Orleans; and WHEREAS, after twenty years of highly productive pharmacy practice, Malcolm Broussard was selected to serve as the executive director of the Louisiana Board of Pharmacy; as head of the board, he directed the implementation of a new practice act adopted in 1999 and coordinated the drafting of new regulations from 1999 until 2003; he also established and coordinated an emergency operations center for the state office of public health pharmacy in response to Hurricane Katrina; he developed and implemented a state prescription monitoring program in 2008 and implemented a browser-based licensure information system in 2010; in 2019, he collaborated with the state legislature, the state department of agriculture, and the state medical board to develop and implement a statewide medical marijuana program; and WHEREAS, Mr. Broussard holds professional licenses from the Louisiana Board of Pharmacy and the Oklahoma Board of Pharmacy; he is also a member of a number of professional affiliations including the American Pharmacists Association, the Federation Internationale Pharmaceutique, the American Society for Pharmacy Law, and the American Institute of the History of Pharmacy; and Page 1 of 2 HR NO. 85 ENROLLED WHEREAS, in addition to his incredibly extensive list of professional roles, Malcolm has held faculty appointments as a guest lecturer of pharmacy law at the University of Louisiana at Monroe College of Pharmacy and the Xavier College of Pharmacy since 1999; he also served from 1983 until 1994 as an adjunct instructor of pharmacy administration at the Xavier College of Pharmacy; he has also authored three publications related to the fields of medicine and pharmaceuticals and served as editor for three other publications including the Louisiana Board of Pharmacy Newsletter; and WHEREAS, Mr. Broussard has served on countless committees, task forces, and boards in both the private and public sectors; he has also participated on numerous panels as a speaker, presenter, and leading authority in the field of pharmaceutical service; and WHEREAS, Mr. Broussard has received countless awards and honors over the course of his astonishingly successful career; some of these include the Student Leadership Award from the Student American Pharmaceutical Association, the President's Award from the Louisiana Pharmacists Association and from the National Association of Boards of Pharmacy, Pharmacist of the Year from the Louisiana Pharmacists Association, and the Lester E. Hosto Distinguished Service Award from the National Association of Boards of Pharmacy; and WHEREAS, Malcolm Broussard is a incredibly accomplished individual who has dedicated his entire professional career to service to his community and to the state of Louisiana; he is most deserving of the highest recognition. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend Malcolm Broussard on the occasion of his retirement; does hereby further recognize Mr. Broussard's astonishing impact on pharmaceutical services in the state of Louisiana; and does hereby extend sincere hopes that he continue his admirable service for many years to come.
