LAW ENFORCEMENT.  Provides relative to mandatory training for peace officers related
to human trafficking. (8/1/22)
1	AN ACT
2 To enact R.S. 40:2405.7(D) and (E), relative to mandatory training by peace officers
3 regarding human trafficking; to provide reporting requirements; and to provide for
4 related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 40:2405.7(D) and (E) are hereby enacted to read as follows:
7 ยง2405.7.  Human trafficking training; report to legislature

9	D.(1) Within one year of employment all peace officers, as defined in R.S.
10 40:2402, shall receive seven hours of training on human trafficking from the
11 Council on Peace Officer Standards and Training's online Learning
12 Management System program. All peace officers employed on August 1, 2022,
13 who have been employed for one year or more, shall receive seven hours of
14 training on human trafficking from the Council on Peace Officer Standards and
15 Training's Learning Management System program by December 31, 2022.
16	(2) Beginning in 2023, the Council on Peace Officer Standards and
17 Training shall report compliance percentages of human trafficking training to

1 the Senate Committee on Judiciary B and the House Committee on Judiciary,
2 from the previous year not later than February fifteenth.
3	E. The council shall promulgate rules and regulations in accordance with
4 the Administrative Procedure Act, subject to the oversight of the Senate
5 Committee on Judiciary B and the House Committee on Judiciary, for the
6 implementation of the human trafficking training program.

Proposed law requires that within one year of employment all peace officers in the state
complete training on human trafficking from the Council on Peace Officer Standards and
Training's (council) Learning Management System. Proposed law further provides that all
peace officers employed for one year or more on August 1, 2022, must receive training on
human trafficking from the council's Learning Management System by December 31, 2022.
Proposed law provides that beginning in 2023, the council must report compliance
percentages of human trafficking training to the Senate Committee on Judiciary B and the
House Committee on Judiciary, from the previous year not later than February 15
th
.
Proposed law requires the council adopt rules for the implementation of the human
trafficking training program.
Effective August 1, 2022.
