Prohibits any commercial vessel from entering Louisiana waters or ports if they are staffed with a Russian crew. (gov sig) 1 AN ACT 2 To enact R.S. 34:845, relative to restrictions on commercial vessels; to provide restrictions 3 on vessels staffed by crew members who are citizens of the Russian Federation; and 4 to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 34:845 is hereby enacted to read as follows: 7 ยง845. Restrictions; Russian Crew 8 No vessel used in transporting cargo by water for compensation or hire, 9 or in transporting cargo by water for the business of the owner, lessee, or 10 operator of the vessel and staffed by a crew, the majority of whom are citizens 11 of the Russian Federation, shall be allowed to operate within or on a waterway 12 or port within the geographical boundary of this state. 13 Section 2. This Act shall become effective upon signature by the governor or, if not 14 signed by the governor, upon expiration of the time for bills to become law without signature 15 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 16 vetoed by the governor and subsequently approved by the legislature, this Act shall become 17 effective on the day following such approval.
