SENATE BILL NO. 257

1 AN ACT
2 To enact R.S. 46:450.8, relative to Medicaid coverage for continuous glucose monitors; to
3 require Medicaid coverage for continuous glucose monitors; to provide for the
4 method of coverage; to provide for duties of the Louisiana Department of Health;
5 and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 46:450.8 is hereby enacted to read as follows:
8 ยง450.8. Continuous glucose monitors; Medicaid coverage
9 A. Except as provided in Subsection B of this Section, the Louisiana
10 Medicaid program shall provide coverage for a continuous glucose monitor for
11 the treatment of an enrollee who has one of the following conditions:
12 (1) Any type of diabetes with the use of insulin more than two times
13 daily or evidence of level 2 or level 3 hypoglycemia.
14 (2) Glycogen storage disease type 1a.
15 B. To qualify for coverage pursuant to Subsection A of this Section, the
16 enrollee shall attend regular follow-up visits with a healthcare provider at a
17 minimum of every six months to assess the ongoing benefit of the enrollee's use
18 of a continuous glucose monitor.
19 C.(1) The Louisiana Department of Health shall implement the
20 provisions of this Section using the most cost-effective solution available to the
21 department.
22 (2) The secretary of the department shall submit to the Centers for
23 Medicare and Medicaid Services all state plan amendments, promulgate all
24 rules and regulations in accordance with the Administrative Procedure Act, and
25 take any other actions necessary to implement the provisions of this Section.

1 D. For the purposes of this Section, "continuous glucose monitor" means
2 an instrument or device, including repair and replacement parts, that is
3 designed and offered for the purpose of measuring glucose levels at set intervals
4 by means of a small electrode placed under the skin and held in place by an
5 adhesive.
