1	AN ACT
2 To amend and reenact R.S. 24:53(A)(6) and (7) and R.S. 49:74(A)(6) and (7), to enact R.S.
3 24:53(A)(4)(b)(xxxiii) and (8) and R.S. 49:74(A)(8), and to repeal R.S. 24:53(H)(2),
4 relative to registration of lobbyists; to provide for required information; to require
5 disclosure of whether the registrant has completed certain required training; and to
6 provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 24:53(A)(6) and (7) are hereby amended and reenacted and R.S.
9 24:53(A)(4)(b)(xxxiii) and (8) are hereby enacted to read as follows:
10 §53. Registration of lobbyists with the board; compilation of information
11	A. Each lobbyist shall register with the board as soon as possible after
12 employment as a lobbyist or after the first action requiring his registration as a
13 lobbyist, whichever occurs first, and in any event not later than five days after
14 employment as a lobbyist or not later than five days after the first action requiring
15 his registration as a lobbyist, whichever occurs first. He shall electronically file with
16 the board using forms provided by it, the following information:

20	(b)  Indication of potential subject matters shall be made by choosing from
21 the following potential subject matter categories:

1	(6) If the registrant was a registered lobbyist during the previous
2 calendar year, whether the registrant completed the annual training required
3 pursuant to R.S. 42:1170 for the previous calendar year.
4	(7) One copy of a two inch by two inch recent photograph of the registrant
5 made within the prior six months shall be filed with the initial registration form for
6 a legislative term.
7	(7)(8) If a lobbyist is compensated for lobbying and non-lobbying services,
8 he shall reasonably allocate his compensation and report only the amount received
9 for lobbying in the manner provided in this Part.

11 Section 2.  R.S. 49:74(A)(6) and (7) are hereby amended and reenacted and R.S.
12 49:74(A)(8) is hereby enacted to read as follows:
13 §74. Registration of lobbyists with the ethics board; compilation of information
14	A. Each lobbyist shall register with the ethics board as soon as possible after
15 employment as a lobbyist or after the first action requiring his registration as a
16 lobbyist, whichever occurs first, and in any event not later than five days after
17 employment as a lobbyist or not later than five days after the first action requiring
18 his registration as a lobbyist, whichever occurs first. He shall electronically file with
19 the ethics board using forms provided by it, the following information:

21	(6) If the registrant was a registered lobbyist during the previous
22 calendar year, whether the registrant completed the annual training required

30 Section 3.  R.S. 24:53(H)(2) is hereby repealed in its entirety.

1 Section 4.  This Act shall become effective upon signature by the governor or, if not
2 signed by the governor, upon expiration of the time for bills to become law without signature
3 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
4 vetoed by the governor and subsequently approved by the legislature, this Act shall become
5 effective on the day following such approval.
