Present law provides for a nine member board of commissioners of the Southeast Louisiana Flood
Protection Authority-East (SLFPA-E), composed of at least, and not more than, one member from
each parish within the territorial jurisdiction of the authority.
Proposed law requires that the nine member board of commissioners be composed of two members
each from Jefferson and St. Bernard parishes and four members from Orleans Parish.
Present law provides that five members of the board of commissioners must be an engineer or a
professional in a related field such as geotechnical, hydrological, or environmental science. Proposed
law changes the required number from five to four.
Present law provides that two members of the board of commissioners must be a professional in a
discipline other than an engineer or a professional in a related field as outlined in present law.
Proposed law changes the required number from two to three.
Present law requires a nominating committee for the board of commissioners for the Southeast La.
Flood Protection Authority-East and the Southeast La. Flood Protection Authority-West Bank to
submit nominations to the governor for appointment.
Proposed law retains present law and adds a faculty member or designee of Dillard University and
Xavier University of Louisiana to the nominating committee.
Effective upon signature of the governor or lapse of time for gubernatorial action.
