SENATE BILL NO. 476

SPECIAL DISTRICTS.  Provides for a change in boundaries and governance of the Baton
Rouge North Economic Development District. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 33:2740.67(B) and (C)(1), relative to the Baton Rouge North
3 Economic Development District; to provide relative to the boundaries of the district;
4 to provide for the governance of the district; and to provide for related matters.
5	Notice of intention to introduce this Act has been published.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 33:2740.67(B) and (C)(1) is hereby amended and reenacted to read
8 as follows:
9 ยง2740.67. Baton Rouge North Economic Development District

11	B. Boundaries. The district shall include the area within the following
12 boundaries: beginning at the intersection of North 22nd Street and Florida
13 Boulevard, east along Florida Boulevard to its intersection with North Sherwood
14 Forest Drive, then north along North Sherwood Forest Drive to its intersection with
15 Greenwell Springs Road, then southwest along Greenwell Springs Road to its
16 intersection with Joor Road, then north along Joor Road to its intersection with
17 Mickens Road, then west along Mickens Road to its intersection with Hooper Road,

1 then west along Hooper Road to its intersection with Harding Boulevard, continuing
2 west along Harding Boulevard to its intersection with Veterans Memorial Boulevard,
3 then north along Veterans Memorial Boulevard to its intersection with Rosenwald
4 Road, then west along Rosenwald Road to its intersection with Scenic Highway, then
5 south along Scenic Highway to its intersection with Shada Avenue, then west to the
6 Mississippi River levee, then south along the Mississippi River levee to Choctaw
7 Drive, then east along Choctaw Drive to its intersection with Scenic Highway, then
8 south along Scenic Highway to its intersection with Main Street, then east along
9 Main Street to its intersection with North 22nd Street, then south along North 22nd
10 Street to the point of beginning.
11	C. Governance. (1) In order to provide for the orderly planning, development,
12 acquisition, construction, and effectuation of the services, improvements, and
13 facilities to be furnished by the district and to provide for the representation in the
14 affairs of the district of those persons and interests immediately concerned with and
15 affected by the purposes and development of the district, the district shall be
16 managed by a thirteen fifteen-member board of commissioners, referred to in this
17 Section as the "board". The board shall be comprised of members as follows:

19	(d) One Three members shall be appointed with a community development
20 background located within the district to be selected by a subcommittee formed by
21 the board.

23 Section 2.  This Act shall become effective upon signature by the governor or, if not
24 signed by the governor, upon expiration of the time for bills to become law without signature
25 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
26 vetoed by the governor and subsequently approved by the legislature, this Act shall become
27 effective on the day following such approval.

Present law provides for the boundaries of the Baton Rouge North Economic Development
District.
Proposed law retains present law but makes changes to the boundaries of the Baton Rouge
North Economic Development District.
Present law provides for district governance by a board of commissioners and provides for
membership as follows:
(1) One member will be appointed by the state representative for House District No. 29,
one of whom will be a representative of the business community.
(2) Two members will be appointed by the state senator for Senate District No. 15.
(3) One member with a background in economic development will be appointed by the
mayor-president of the parish of East Baton Rouge.
(4) One member will be appointed with a community development background located
within the district to be selected by a subcommittee formed by the board.
(5) One member will be appointed by the owner of the largest parcel of land located
within the district.
(6) One member will be appointed by the state representative for House District No. 61.
(7) One member will be appointed by the state representative for House District No. 63.
(8) One member will be appointed by the state representative for House District No. 67.
(9)One member will be appointed by the state representative for House District No.
101.
(10) One member will be appointed by the state senator for Senate District No. 14.
(11) One accountant located within the district to be selected by a subcommittee formed
by the board.
(l2) One representative of a civic association located within the district to be selected by
a subcommittee formed by the board.
Proposed law retains present law but provides that two additional members will be appointed
with a community development background located within the district to be selected by a
subcommittee formed by the board.
Effective upon signature of the governor or lapse of time for gubernatorial action.
