SENATE BILL NO. 476

SPECIAL DISTRICTS.  Provides for a change in boundaries and governance of the Baton
Rouge North Economic Development District. (gov sig)
1	AN ACT
2 To amend and reenact the introductory paragraph of R.S. 33:2740.67(C)(1),
3 2740.67(C)(1)(f) through (i), (2), and (3) and to repeal R.S. 33:2740.67(C)(1)(k) and
4 (l), relative to the Baton Rouge North Economic Development District; to provide
5 relative to the boundaries of the district; to provide for the governance of the district;
6 and to provide for related matters.
7	Notice of intention to introduce this Act has been published.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  The introductory paragraph of R.S. 33:2740.67(C)(1), 2740.67(C)(1)(f)
10 through (i), (2), and (3) are hereby amended and reenacted to read as follows:

13	C. Governance. (1) In order to provide for the orderly planning, development,
14 acquisition, construction, and effectuation of the services, improvements, and
15 facilities to be furnished by the district and to provide for the representation in the
16 affairs of the district of those persons and interests immediately concerned with and
17 affected by the purposes and development of the district, the district shall be

1 managed by a thirteen nine-member board of commissioners, referred to in this
2 Section as the "board". The board shall be comprised of members as follows:

4	(f) One member shall be appointed by the state representative for House
5 District No. 61, on a rotating basis beginning in 2022 and every other year
6 thereafter.
7	(g) One member shall be appointed by the state representative for House
8 District No. 63, on a rotating basis beginning in 2022 and every other year
9 thereafter.
10	(h) One member shall be appointed by the state representative for House
11 District No. 67, on a rotating basis beginning in 2023 and every other year
12 thereafter.
13	(i) One member shall be appointed by the state representative for House
14 District No. 101, on a rotating basis beginning in 2023 and every other year
15 thereafter.

17	(k) One accountant located within the district to be selected by a
18 subcommittee formed by the board.
19	(l) One representative of a civic association located within the district to be
20 selected by a subcommittee formed by the board.
21	(2)(a)(i) Members serving pursuant to Subparagraphs (1)(a) through (I) (e)
22 and (j) of this Subsection shall serve two four-year terms after initial terms as
23 provided by Item (ii) of this Subparagraph(b) of this Paragraph.
24	(ii)(b)Except for members serving pursuant to Subparagraphs (1)(f)
25 through (i) of this Subsection, Three two members shall serve an initial term of one
26 year; three two shall serve two years; and one three shall serve three years; and two
27 shall serve four years, as determined by lot at the first meeting of the board.
28	(b) Members serving pursuant to Subparagraphs (1)(j) and (k) of this
29 Subsection shall serve at the pleasure of the subcommittee formed by the board.

1	(3) Board members shall be eligible for reappointment but the cumulative
2 term of service shall not exceed four years.

4 Section 2.  R.S. 33:2740.67(C)(1)(k) and (l) are hereby repealed.
5 Section 3.  This Act shall become effective upon signature by the governor or, if not
6 signed by the governor, upon expiration of the time for bills to become law without signature
7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
8 vetoed by the governor and subsequently approved by the legislature, this Act shall become
9 effective on the day following such approval.

Present law provides for the boundaries of the Baton Rouge North Economic Development
District.
Present law provides for district governance by a board of commissioners and provides for
membership as follows:
(1)One member will be appointed by the state representative for House District No. 29,
one of whom will be a representative of the business community.
(2)Two members will be appointed by the state senator for Senate District No. 15.
(3)One member with a background in economic development will be appointed by the
mayor-president of the parish of East Baton Rouge.
(4)One member will be appointed with a community development background located
within the district to be selected by a subcommittee formed by the board.
(5)One member will be appointed by the owner of the largest parcel of land located
within the district.
(6)One member will be appointed by the state representative for House District No. 61.
(7)One member will be appointed by the state representative for House District No. 63.
(8)One member will be appointed by the state representative for House District No. 67.
(9)One member will be appointed by the state representative for House District No.
101.
(10)One member will be appointed by the state senator for Senate District No. 14.
(11) One accountant located within the district to be selected by a subcommittee formed
by the board.

(12)One representative of a civic association located within the district to be selected by
a subcommittee formed by the board.
Proposed law makes changes to the board to reflect as follows:
(1)One member will be appointed by the state representative for House District No. 29,
one of whom will be a representative of the business community.
(2)Two members will be appointed by the state senator for Senate District No. 15.
(3)One member with a background in economic development will be appointed by the
mayor-president of the parish of East Baton Rouge.
(4)One member will be appointed with a community development background located
within the district to be selected by a subcommittee formed by the board.
(5)One member will be appointed by the owner of the largest parcel of land located
within the district.
(6)One member will be appointed by the state representative for House District No. 61,
on a rotating basis beginning in 2022.
(7)One member will be appointed by the state representative for House District No. 63,
on a rotating basis beginning in 2022.
(8)One member will be appointed by the state representative for House District No. 67,
on a rotating basis beginning in 2023.
(9)One member will be appointed by the state representative for House District No.
101, on a rotating basis beginning in 2023.
(10)One member will be appointed by the state senator for Senate District No. 14.
Effective upon signature of the governor or lapse of time for gubernatorial action.
(Amends R.S. 33:2740.67(C)(1)(intro para), 2740.67(C)(1)(f) through (i), (2) and (3);
repeals R.S. 33:2740.67(C)(1)(k) and (l))
