New law authorizes the La. Transportation Authority (LTA) to accept unsolicited proposals
for design builds in excess of $100,000,000.00.
New law requires the LTA to notify DOTD of the receipt of an unsolicited proposal and
requires DOTD to review the unsolicited proposal and notify interested bidders by 30 day
public advertisement of the unsolicited proposal received by LTA.
New law requires interested parties to submit a formal request of consideration within 30
days and interested bidders to submit an unsolicited proposal including schedule, design, and
cost within no more than 120 days.
New law requires all proposals for a design build project to comply with all applicable
provisions of design build method law and provides that the review cost is nonrefundable
should the project not move forward.
Effective August 1, 2022.
