DIGEST SB 78 Engrossed 2022 Regular Session Reese Present law provides that all purchases of any materials or supplies exceeding the sum of $30,000 to be paid out of public funds will be advertised and let by contract to the lowest responsible bidder who has bid according to the specifications as advertised, and no such purchase shall be made except as provided in present law. Provides that all purchases of$10,000 or more, but less than $30,000, will be made by obtaining not less than three quotes by telephone, facsimile, email, or any other printable electronic form. Provides that if telephone quotes are received, a written confirmation of the accepted offers will be obtained and made a part of the purchase file and for any quotations lower than the accepted quotation, the reasons for their rejection will be recorded in the purchase file. Present law provides that any purchase by a local governmental unit of a used or new motor vehicle for conversion into a law enforcement vehicle, which purchase cost does not exceed the sum of $20,000, will not be subject to the threshold in present law. Provides that written specifications, quotations, and confirmation of accepted offers for such purchase will be obtained and made a part of the purchase file. Provides that any such purchase which sum is in excess of $20,000 will be advertised and let for bid under the procedures outlined by present law. Proposed law retains present law but changes the threshold amount for procurement of used or new motor vehicles for conversion into law enforcement vehicles from $20,000 to $40,000.
