SENATE BILL NO. 84

1	AN ACT
2 To enact R.S. 47:463.214, relative to motor vehicle special prestige license plate; to provide
3 for the establishment of the "Maddie's Footprints" special prestige license plate; to
4 provide for creation, issuance, design, fees, distribution, and rule promulgation
5 applicable to the license plates; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463.214 is hereby enacted to read as follows:
8 ยง463.214. Special prestige license plate; "Maddie's Footprints"
9	A.(1) The secretary of the Department of Public Safety and Corrections
10 shall establish a special prestige motor vehicle license plate to be known as the
11 "Maddie's Footprints" plate, provided there is a minimum of one thousand
12 applicants for such plates. The license plate shall be restricted to use on
13 passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.
14	(2) The Department of Public Safety and Corrections, office of motor
15 vehicles, shall create the special prestige license plate when the applicable
16 statutory provisions are met and the department's electronic vehicle and title
17 registration system is updated to accommodate the creation of new plates.
18	B. The secretary shall work in conjunction with the executive director
19 of Maddie's Footprints nonprofit organization in Louisiana to select the color
20 and design of the plate, provided it is in compliance with R.S. 47:463(A)(3). The
21 design shall include the words "Maddie's Footprints".
22	C. The special prestige license plate shall be issued, upon application, to
23 any citizen of Louisiana in the same manner as any other motor vehicle license
24 plate.

1	D. The department shall collect an annual royalty fee of twenty-five
2 dollars that shall be disbursed in accordance with Subsection E of this Section.
3 This fee shall be in addition to the standard motor vehicle license tax imposed
4 by Article VII, Section 5 of the Constitution of Louisiana, and a handling fee of
5 three dollars and fifty cents for each plate to be retained by the department to
6 offset a portion of administrative costs.
7	E. The annual royalty fee shall be collected by the department and
8 forwarded to the Maddie's Footprints nonprofit organization in Louisiana.
9	F. The secretary shall promulgate and adopt rules and regulations as are
10 necessary to implement the provisions of this Section.
