SLS 22RS-1346 ORIGINAL 2022 Regular Session SENATE CONCURRENT RESOL UTION NO. 33 BY SENATOR MILLIGAN TEACHERS. Requests the state superintendent of education to create the Teachers' Advisory Council. 1 A CONCURRENT RESOL UTION 2 To urge and request the state superintendent of education to create the Teachers' Advisory 3 Council. 4 WHEREAS, the legislature, BESE, the state Department of Education, and local 5 governing authorities routinely pass laws, rules, and policies that impact teachers, classroom 6 activities, and student learning; and 7 WHEREAS, it is most often teachers who see the direct consequences, intended and 8 unintended, of those actions; and 9 WHEREAS, teachers often feel powerless to bring attention to the unintended 10 consequences and to impact meaningful change that could enhance the learning environment 11 of students; and 12 WHEREAS, the feelings of powerlessness are often cited by teachers as the reason 13 for competent teachers leaving the classroom; and 14 WHEREAS, many teachers point to the inability to impact classroom policies as 15 having a greater negative influence on the teaching profession compared to low teacher pay; 16 and 17 WHEREAS, providing teachers a method to provide feedback could improve the 18 working environment for educators and increase learning outcomes for students. Page 1 of 3 SCR NO. 33 SLS 22RS-1346 ORIGINAL 1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 2 urge and request the state superintendent of education to create the Teachers' Advisory 3 Council in order to allow teacher input into the decisions that impact student learning. 4 BE IT FURTHER RESOLVED that the Council be comprised of at least the 5 following teachers: 6 (1)Each teacher who was selected as state teacher of the year and each teacher 7 who was selected as a "Milken Educator". Each teacher selected shall not be 8 required to serve but shall be given the opportunity to serve on the Council. 9 (2)A traditional public school teacher representing each Board of Elementary 10 and Secondary Education (BESE) district. 11 (3)Three teachers chosen to represent traditional public schools, one of whom 12 teaches in an elementary school, one of whom teaches in a middle school, 13 and one of whom teaches in a high school. 14 (4)Three teachers chosen to represent high performing traditional public 15 schools, one of whom teaches in an urban school, one of whom teaches in a 16 rural school, and one of whom teaches in a school that has a majority of its 17 student body that is economically disadvantaged. 18 (5)Three teachers chosen to represent traditional public schools that are 19 performing below the state average, one of whom teaches in an urban school, 20 one who teaches in a rural school, and one who teaches in a school that has 21 a majority of its student body that is economically disadvantaged. 22 (6)Six teachers chosen to represent public charter schools, one of whom teaches 23 in an elementary school, one of whom teaches in a middle school, one of 24 whom teaches in a high school, one of whom teaches in a virtual school, one 25 of whom teaches in a high performing school, and one whom who teaches in 26 a school performing below the state average. 27 BE IT FURTHER RESOLVED that the each member shall be selected from among 28 a pool of teachers who applied for membership to the Council and that the term for each 29 member shall be for four years. However, the terms of the initial members shall be staggered 30 in a manner to provide for continuity in the membership with no more than twenty-five Page 2 of 3 SCR NO. 33 SLS 22RS-1346 ORIGINAL 1 percent rotating off the Council each year. 2 BE IT FURTHER RESOLVED that the membership shall serve without 3 compensation, except for per diem or reimbursement of expenses. 4 BE IT FURTHER RESOLVED that the state superintendent of education shall call 5 the first meeting of the Council by August 1, 2022. 6 BE IT FURTHER RESOLVED that the Council shall meet with the state 7 superintendent of education on a quarterly basis in order to discuss issues, laws, rules, and 8 policies impacting teachers and their students. 9 BE IT FURTHER RESOLVED that, in order to provide a feedback loop, after each 10 meeting of the Council, the state superintendent of education shall provide a report to the 11 Superintendents' Advisory Council that includes the highlights of the discussions of the 12 Teachers' Advisory Council. 13 BE IT FURTHER RESOLVED that, by January first of each year, the state 14 superintendent of education shall submit a report on the issues, findings, and 15 recommendations of the Teachers' Advisory Council to BESE and the Senate and House 16 committees on education. 17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 18 state superintendent of education.
