SENATE CONCURRENT RESOL UTION NO. 40
BY SENATOR MILLIGAN 
TEACHERS.  Requests each public school system to create a Teachers' Advisory Council.
1	A CONCURRENT RESOL UTION
2 To urge and request each city, parish, and other local school board to create a Teachers'
3 Advisory Council.
4 WHEREAS, the legislature, BESE, the state Department of Education, and local
5 governing authorities routinely pass laws, rules, and policies that impact teachers, classroom
6 activities, and student learning; and
7 WHEREAS, it is most often teachers who see the direct consequences, intended and
8 unintended, of those actions; and
9 WHEREAS, teachers often feel powerless to bring attention to the unintended
10 consequences and to impact meaningful change that could enhance the learning environment
11 of students; and
12 WHEREAS, the feelings of powerlessness are often cited by teachers as the reason
13 for competent teachers leaving the classroom; and 
14 WHEREAS, many teachers point to the inability to impact classroom policies as 
15 having a greater negative influence on them compared to their pay; and
16 WHEREAS, providing teachers a method to provide feedback could not only
17 improve the working environment for educators but also increase learning outcomes for
18 students.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2 urge and request each city, parish, and local school board to create the Teachers' Advisory
3 Council in order to allow teacher input into the decisions that impact student learning.
4 BE IT FURTHER RESOLVED that the Council be comprised of teachers chosen to
5 provide diverse views and from among a pool of teachers who have applied to serve on the
6 Council. 
7 BE IT FURTHER RESOLVED that the terms of the members shall be staggered in
8 a manner to provide for both new insight as well as continuity in the membership.
9 BE IT FURTHER RESOLVED that the first meeting of the Council shall be called
10 by the leader of the city, parish, or other local school board by August 1, 2022.
11 BE IT FURTHER RESOLVED that the Council shall meet with the leader of the
12 city, parish, or other local board on a quarterly basis in order to discuss issues, laws, rules,
13 and policies impacting teachers and their students.
14 BE IT FURTHER RESOLVED that, in order to provide a feedback loop, after each
15 meeting of the Council, the leader of the city, parish, or other local school board shall
16 provide a report to their local school board on the discussions of the Teachers' Advisory
17 Council.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19 executive director of the Louisiana Association of School Superintendents and the executive
20 director of the Louisiana Association of Public Charter Schools.
