Commends Malcolm Joseph Broussard upon the occasion of his retirement from the Louisiana Board of Pharmacy. 1 A CONCURRENT RESOL UTION 2 To commend Malcolm Joseph Broussard upon the occasion of his retirement from the 3 Louisiana Board of Pharmacy and for his outstanding accomplishments in the field 4 of regulating and practicing pharmacy, his many years of steadfast public service, 5 his international representation of Louisiana in developing pharmacy best practices, 6 his receipt of countless awards and accolades of excellence in the field of pharmacy, 7 and his immeasurable contributions to the people of the great state of Louisiana. 8 WHEREAS, Malcolm Joseph Broussard was born and raised in Lake Charles, 9 Louisiana, and graduated from McNeese State University with a Bachelor of Science degree 10 in Zoology in 1975; and 11 WHEREAS, Mr. Broussard received his Bachelor of Science degree in Pharmacy 12 from Xavier University of Louisiana in New Orleans and has held an active license to 13 practice pharmacy with the Louisiana Board of Pharmacy since 1978; and 14 WHEREAS, for more than twenty years, from 1978 to 1999, Mr. Broussard worked 15 for several hospitals, pharmacies, and home health agencies, excelling immediately in 16 countless services and areas that go far beyond traditional pharmacy including drug 17 utilization review, quality assurance audits, intravenous admixture services, medication 18 therapy monitoring and intervention, and used his acumen and attention to detail to help all Page 1 of 4 SCR NO. 44 SLS 22RS-1747 ORIGINAL 1 of these entities transition from a historically manual practice to a completely reengineered 2 electronic- and technology-based practice; and 3 WHEREAS, it was with great fortune to the state that Mr. Broussard became the 4 executive director of the Louisiana Board of Pharmacy in 1999, a position that he has held 5 with honor and distinction for twenty-three years; and 6 WHEREAS, in his role as executive director, Mr. Broussard has been instrumental 7 in the success of countless endeavors including directing implementation of the new 8 pharmacy practice act enacted in 1999; establishing and coordinating the emergency 9 operations center for the state office of public health pharmacy after Hurricane Katrina in 10 September 2005; overseeing the transition of responsibility for issuance and management 11 of controlled dangerous substance licenses from the Louisiana Department of Health to the 12 Board of Pharmacy in 2006; directing research, development, and implementation of the 13 state prescription monitoring program in 2008; supervising research, acquisition, and 14 implementation of the browser-based pharmacy licensure information system in 2010; and 15 developing and implementing the Louisiana medical marijuana program in 2019; and 16 WHEREAS, throughout his illustrious career, Mr. Broussard has also served as an 17 instructor and guest lecturer on pharmacy administration and pharmacy law at both the 18 Xavier College of Pharmacy in New Orleans and the University of Louisiana at Monroe 19 College of Pharmacy; and 20 WHEREAS, Mr. Broussard has held throughout his career numerous professional 21 affiliations, some since obtaining his pharmacy license 1978, including membership with the 22 Louisiana Society of Health-System Pharmacists, American Pharmacists Association, 23 American Society of Health-System Pharmacists, Southeast Louisiana Society of 24 Health-System Pharmacists, Louisiana Pharmacists Association, Louisiana Pharmacists 25 Political Action Committee, Friends of Historical Pharmacy for the New Orleans Pharmacy 26 Museum, Greater New Orleans Pharmacists Association, South Central Louisiana Society 27 of Health-System Pharmacists, National Association of Boards of Pharmacy, Federation 28 Internationale Pharmaceutique, American Society for Pharmacy Law, National Association 29 of State Controlled Substance Authorities, and the American Institute of the History of 30 Pharmacy; and Page 2 of 4 SCR NO. 44 SLS 22RS-1747 ORIGINAL 1 WHEREAS, throughout his career, Mr. Broussard has been integral in serving on and 2 often chairing more than one hundred fifty councils, commissions, and task forces for such 3 prestigious entities as the World Congress of the International Pharmaceutical Federation, 4 National Association of Boards of Pharmacy, and the Center for Pharmacy Practice 5 Accreditation, all directed at improving the practice of pharmacy in an ever evolving 6 healthcare environment; and 7 WHEREAS, Mr. Broussard has been a highly sought after and well respected 8 panelist, presenter, and keynote speaker at countless professional, government, and trade 9 association events throughout his career because of his in-depth understanding of pharmacy 10 laws, rules, and regulations at the state, federal, and international level; and 11 WHEREAS, because of Mr. Broussard's outstanding leadership as an administrator, 12 unparalleled knowledge as a regulator, and unwavering compassion as a pharmacist, he has 13 been recognized throughout his career with nearly twenty individual honors and awards 14 ranging from his first in 1977as a Rho Chi National Pharmacy Honor Society Charter 15 Member of the Gamma Epsilon Chapter at Xavier College of Pharmacy, through his most 16 recent including the prestigious 2018 Lester E. Hosto Distinguished Service Award and the 17 2012 President's Award, both bestowed by the National Association of Boards of Pharmacy; 18 and 19 WHEREAS, Mr. Broussard has been a mainstay at the Legislature of Louisiana 20 representing the Louisiana Board of Pharmacy for the past twenty-three years with grace and 21 accurate candor on all topics related to the practice of pharmacy, appearing as a witness to 22 provide testimony before countless committees of varying jurisdiction, and has always been 23 accessible and available to legislators and staff to explain issues and solve problems; and 24 WHEREAS, Mr. Broussard's depth of knowledge, passion for the practice of 25 pharmacy, and innate kindness will be immeasurably missed by his colleagues at the 26 Louisiana Board of Pharmacy, the Legislature of Louisiana, and all who have had the 27 privilege and honor to work with him throughout his career; and 28 WHEREAS, upon the occasion of his retirement, Mr. Broussard leaves the Louisiana 29 Board of Pharmacy, which was created by the legislature in 1888, poised to carry out its 30 mission of protecting the public into the rapidly evolving world of pharmacy practice.
