SENATE CONCURRENT RESOL UTION NO. 45
BY SENATOR MCMATH 
LEGIS POWERS/FUNCTIONS.  Creates a task force to study national best practice models
for the efficient and effective administration of state transportation departments.
1	A CONCURRENT RESOL UTION
2 To create and provide for the Task Force on Administration of State Transportation and
3 Development Services to study national best practice models for the efficient and
4 effective administration of state transportation departments.
5 WHEREAS, Louisiana ranks in the top ten states with inadequate infrastructure; and
6 WHEREAS, the state holds the position of forty-ninth for urban interstate conditions;
7 and
8 WHEREAS, the state of Louisiana is placed forty-fifth for the number of structurally
9 deficient bridges; and
10 WHEREAS, the capital city of Baton Rouge was designated as the fourth worst in
11 the United States behind Los Angeles, New York, and Miami; and
12 WHEREAS, the Department of Transportation and Development's mission is to plan,
13 design, build, and sustain a safe and reliable multi-modal transportation and infrastructure
14 system that enhances mobility and economic opportunity; and
15 WHEREAS, the department is the only department of transportation that includes the
16 term "development" which includes public works; and
17 WHEREAS, public works also makes the department responsible for engineering and
18 technical assistance to eight noncoastal levee districts and provides oversight for levee

1 inspection activities; and
2 WHEREAS, the department is also given statewide responsibility to provide for the
3 effective administration and implementation of public works for flood control, dam safety,
4 reservoir development, and projects related to controlling, developing, conserving, and
5 protecting Louisiana's vast water resources; and
6 WHEREAS, there is an inherent value in studying agency structure, models of
7 highway infrastructure, and efficiency of multi-modal transportation of other states to
8 determine whether there is an alternate framework for the state of Louisiana that will
9 improve efficiency in traffic, highway infrastructure, and expenditures of funds related to
10 transportation.
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
12 establish and provide for the Task Force on Administration of State Transportation and
13 Development Services to study best practices used by other states relative to traffic, highway
14 infrastructure, and planning, including bridges, integrating, and working with local
15 governmental roads and systems to provide for better growth and movement throughout the
16 state, and to propose recommendations, together with specific proposals for legislation, by
17 written report to the legislature and to the David R. Poynter Legislative Research Library as
18 required by R.S. 24:771 and 772, no later than February 1, 2023.
19 BE IT FURTHER RESOLVED that the task force should include consideration of
20 reorganization of the Department of Transportation and Development, and to provide for
21 efficient administration and distribution of taxpayer funds for state infrastructure and
22 development.
23 BE IT FURTHER RESOLVED that the task force shall consist of the following
24 members:
25 (1) The chairman of the Senate Committee on Transportation, Highways and Public
26 Works, who shall serve as the chairman of the task force.
27 (2) Three senate members appointed by the chair of the Senate Committee on
28 Transportation, Highways and Public Works.
29 (3) The chairman of the House Committee on Transportation, Highways and Public
30 Works, who shall serve as the vice chairman of the task force.

1 (4) Three house members appointed by the chair of the House Committee on
2 Transportation, Highways and Public Works.
3 BE IT FURTHER RESOLVED that names of designees to the task force shall be
4 submitted to the staff of the Senate Committee on Transportation, Highways and Public
5 Works by August 1, 2022.
6 BE IT FURTHER RESOLVED the task force shall convene for its first meeting no
7 later than September 1, 2022, at the call of chair of the Senate Committee on Transportation,
8 Highway and Public Works.
9 BE IT FURTHER RESOLVED that the members of the task force shall serve
10 without compensation, except per diem or expenses reimbursement to which they may be
11 individually entitled.
12 BE IT FURTHER RESOLVED that a majority of the total membership shall
13 constitute a quorum of the task force, and any official action taken by the task force shall
14 require an affirmative vote of a majority of the quorum present and voting.
15 BE IT FURTHER RESOLVED that the task force may conduct such meetings at
16 such times as it may deem necessary or convenient to enable it to exercise fully and
17 effectively its powers, perform its duties, and accomplish the objectives and purposes of this
18 Resolution.
19 BE IT FURTHER RESOLVED that the task force shall make a report of its findings
20 and recommendations, with suggestions for proposed legislation, if any, to the legislature
21 on or before February 1, 2023.
22 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
23 submission of its report or April 10, 2023, whichever occurs first.
24 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
25 chair of Senate Committee on Transportation, Highways and Public Works and the chair of
26 House Committee on Transportation, Highways and Public Works.
