SENATE CONCURRENT RESOL UTION NO. 46
BY SENATOR MCMATH 
MOTOR VEHICLES.  Creates a task force to study fees for electric vehicles.
1	A CONCURRENT RESOL UTION
2 To create and provide for the Louisiana Electric Vehicle Task Force to study the economic
3 impact of electric vehicles and to recommend any action or legislation that the task
4 force deems necessary or appropriate.
5 WHEREAS, the National Electric Vehicle Infrastructure (NEVI) Formula Program
6 established by the Infrastructure Investment and Jobs Act of 2021 provides additional
7 funding for states to expand electric vehicle (EV) chargers throughout the state; and
8 WHEREAS, electric vehicles are gaining popularity among drivers in the state; and
9 WHEREAS, since electric vehicles do not require the use of gasoline, their use will
10 necessitate the availability of charging stations throughout the state; and
11 WHEREAS, it is urgent to assess the fiscal viability, needs, and effects electric
12 vehicles will have on highways and infrastructure.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 establish and provide for the Task Force on Electric Vehicles to study the economic impact
15 of electric vehicles and to propose recommendations, together with specific proposals for
16 legislation, by written report to the legislature and to the David R. Poynter Legislative
17 Research Library as required by R.S. 24:771 and 772, no later than February 1, 2023.
18 BE IT FURTHER RESOLVED that the task force should include consideration of

1 current law, policy, and efforts in Louisiana and other states to enhance the fiscal benefits
2 of electric vehicles on highways and roads.
3 BE IT FURTHER RESOLVED that the task force shall consist of the following:
4 (1) The chair of the Senate Committee on Transportation, Highways and Public
5 Works who shall serve as the chairperson of the task force.
6 (2) The President of the Senate, or his designee.
7 (3) The chair of the Senate Committee on Commerce, Consumer Protection and
8 International Affairs or another member of the committee designated by the chair.
9 (4) The chair of the Senate Committee on Finance or another member of the
10 committee designated by the chair.
11 (5) The chair of the Senate Committee on Revenue and Fiscal Affairs or another
12 member of the committee designated by the chair.
13 (6) The Speaker of the House of Representatives, or his designee.
14 (7) The chair of the House Committee on Transportation, Highways and Public
15 Works or another member of the committee designated by the chair.
16 (8) The chair of the House Committee on Commerce or another member of the
17 committee designated by the chair.
18 (9) The chair of the House Committee on Appropriations or another member of the
19 committee designated by the chair.
20 (10) The chair of the House Committee on Ways and Means or another member of
21 the committee designated by the chair.
22 (11) The secretary of the Department of Transportation and Development, or his
23 designee.
24 (12) The president of the Louisiana Automobile Dealers Association, or his designee.
25 BE IT FURTHER RESOLVED that names of designees to the task force shall be
26 submitted to staff of the Senate Committee on Transportation, Highways and Public Works
27 by August 1, 2022.
28 BE IT FURTHER RESOLVED that the task force shall convene for its first meeting
29 no later than September 1, 2022, at the call of chair of the Senate Committee on
30 Transportation, Highway and Public Works.

1 BE IT FURTHER RESOLVED that the members of the task force shall serve
2 without compensation, except per diem or expenses reimbursement to which they may be
3 individually entitled.
4 BE IT FURTHER RESOLVED that a majority of the total membership shall
5 constitute a quorum of the task force, and any official action taken by the task force shall
6 require an affirmative vote of a majority of the quorum present and voting.
7 BE IT FURTHER RESOLVED that the task force may conduct such meetings at
8 such times as it may deem necessary or convenient to enable it to exercise fully and
9 effectively its powers, perform its duties, and accomplish the objectives and purposes of this
10 Resolution.
11 BE IT FURTHER RESOLVED that the task force shall make a report of its findings
12 and recommendations, with suggestions for proposed legislation, if any, to the legislature
13 on or before February 1, 2023.
14 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
15 submission of its report or April 10, 2023, whichever occurs first.
16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
17 chair of Senate Committee on Transportation, Highways and Public Works and the chair of
18 the House Committee on Transportation, Highways and Public Works.
