Burmaster on the occasion of her retirement from 45 years of service in healthcare and law. 1 A CONCURRENT RESOL UTION 2 To commend Joan W. Burmaster on her retirement from forty-five years of service in 3 healthcare and law. 4 WHEREAS, Mrs. Burmaster was born on March 8, 1956, to Dr. Jack L. and Marion 5 B. Winters, and she has five siblings: Dr. Charles J. Winters, Ms. Amy M. Winters, Mrs. 6 Katherine W. Szeszycki, Dr. Ellen W. McKnight, and Dr. Jack Christian Winters; and 7 WHEREAS, she is married to Jeffrey M. Burmaster, and they have two children, 8 Adam and Sinclair (Clair), and one grandchild, Alexander L. Burmaster (Alex), born 9 February 2, 2022; and 10 WHEREAS, Mrs. Burmaster received her nursing diploma from Charity Hospital 11 School of Nursing and her certification as a licensed registered nurse in 1978; and 12 WHEREAS, she worked at Charity Hospital in New Orleans in the pediatric 13 infectious disease ward and later in the OB/GYN outpatient clinic until 1987, when Mrs. 14 Burmaster became the nurse administrator of Charity Hospital's C100 Clinic, which was the 15 first HIV/AIDS outpatient clinic in the state of Louisiana; and 16 WHEREAS, she was a member of the Board of Directors of the New Orleans AIDS 17 Task Force and served on the admissions team for Project Lazarus; and 18 WHEREAS, in 1987, Mrs. Burmaster earned a Bachelor of Arts in History, from the Page 1 of 2 SCR NO. 51 SLS 22RS-3198 ORIGINAL 1 University of New Orleans, and in 1991, she graduated with her juris doctorate degree from 2 Loyola University School of Law; and 3 WHEREAS, after law school, Mrs. Burmaster worked at the law firm of Jones 4 Walker prior to joining Louisiana Medical Mutual Insurance Company, now known as 5 LAMMICO, in 1993 as in-house counsel and manager of the legal department; and 6 WHEREAS, during her tenure at LAMMICO, she assumed the role of general 7 counsel and will, as of July 1, 2022, retire from LAMMICO to pursue a full-time career as 8 grandmother to Alex; and 9 WHEREAS, Mrs. Burmaster has served LAMMICO for nearly thirty years as a 10 dedicated advocate for healthcare providers; and 11 WHEREAS, she has been a valuable source of information for Louisiana officials 12 and legislators, always working to improve our medical malpractice system and medical care 13 for Louisianians; and 14 WHEREAS, it is a distinguished privilege for the Legislature of Louisiana to 15 congratulate Joan W. Burmaster on the occasion of her retirement. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17 commend Joan W. Burmaster on her retirement, does hereby recognize Mrs. Burmaster for 18 her dedication to healthcare providers and to the medical system in Louisiana, and does 19 hereby extend sincere wishes that she will prosper as she begins her well-earned life in 20 retirement. 21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 22 Joan W.
