SENATE CONCURRENT RESOL UTION NO. 51

A CONCURRENT RESOL UTION
To commend Joan W. Burmaster on her retirement from forty-five years of service in
health care and law.
WHEREAS, Mrs. Burmaster was born on March 8, 1956, to Dr. Jack L. and Marion
B. Winters, and she has five siblings: Dr. Charles J. Winters, Ms. Amy M. Winters,
Mrs. Katherine W. Szeszycki, Dr. Ellen W. McKnight, and Dr. Jack Christian Winters; and
WHEREAS, she is married to Jeffrey M. Burmaster, and they have two children,
Adam and Sinclair (Clair), and one grandchild, Alexander L. Burmaster (Alex), born
February 2, 2022; and
WHEREAS, Mrs. Burmaster received her nursing diploma from Charity Hospital
School of Nursing and her certification as a licensed registered nurse in 1978; and
WHEREAS, she worked at Charity Hospital in New Orleans in the pediatric
infectious disease ward and later in the OB/GYN outpatient clinic until 1987, when Mrs.
Burmaster became the nurse administrator of Charity Hospital's C100 Clinic, which was the
first HIV/AIDS outpatient clinic in the state of Louisiana; and
WHEREAS, she was a member of the Board of Directors of the New Orleans AIDS
Task Force and served on the admissions team for Project Lazarus; and
WHEREAS, in 1987, Mrs. Burmaster earned a Bachelor of Arts in History, from the
University of New Orleans, and in 1991, she graduated with her juris doctorate degree from
Loyola University School of Law; and
WHEREAS, after law school, Mrs. Burmaster worked at the law firm of Jones
Walker prior to joining Louisiana Medical Mutual Insurance Company, now known as
LAMMICO, in 1993 as in-house counsel and manager of the legal department; and
WHEREAS, during her tenure at LAMMICO, she assumed the role of general
counsel and will, as of July 1, 2022, retire from LAMMICO to pursue a full-time career as
grandmother to Alex; and

WHEREAS, Mrs. Burmaster has served LAMMICO for nearly thirty years as a
dedicated advocate for healthcare providers; and
WHEREAS, she has been a valuable source of information for Louisiana officials
and legislators, always working to improve our medical malpractice system and medical care
for Louisianians; and
WHEREAS, it is a distinguished privilege for the Legislature of Louisiana to
congratulate Joan W. Burmaster on the occasion of her retirement.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Joan W. Burmaster on her retirement, does hereby recognize Mrs. Burmaster for
her dedication to healthcare providers and to the medical system in Louisiana, and does
hereby extend sincere wishes that she will prosper as she begins her well-earned life in
retirement.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Joan W. Burmaster.
