SLS 22RS-2095 ORIGINAL 2022 Regular Session SENATE CONCURRENT RESOL UTION NO. 59 BY SENATOR PEACOCK COMMENDATIONS. Commends Elizabeth "Ellie" Chase Franks on being a 2022 state "Students of the Year" finalist. 1 A CONCURRENT RESOL UTION 2 To commend Elizabeth "Ellie" Chase Franks on being a 2022 state "Students of the Year" 3 finalist. 4 WHEREAS, in the state's annual "Students of the Year" competition, the Louisiana 5 Department of Education selects students representing traditional public, public charter, and 6 nonpublic schools as finalists for the coveted title; and 7 WHEREAS, students compete with their peers at the school system level and may 8 advance to the regional competitions. Students are selected based on academic achievement, 9 leadership skills, character, and service to their schools and communities; and 10 WHEREAS, regional selection committees also use electronic portfolios of 11 accomplishments, along with student writing samples, and interviews to assess the 12 communication and critical thinking skills of each candidate; and 13 WHEREAS, prior to selecting the three state winners, the state selection committee 14 will conduct interviews and review portfolios and writing samples from each finalist; and 15 WHEREAS, for the year 2022, the twenty-one students selected as "Students of the 16 Year" finalists include one elementary, middle, and high school student from each of the 17 state's seven regions; and 18 WHEREAS, Elizabeth "Ellie" Chase Franks, affectionately known as "Ellie" has Page 1 of 3 SCR NO. 59 SLS 22RS-2095 ORIGINAL 1 been named as a finalist in the 2022 state "Students of the Year" as an eight grade middle 2 school student at St. Joseph Catholic School, Diocese of Shreveport; and 3 WHEREAS, Ellie has maintained an "A" average in all subjects, including conduct 4 since the first grade and currently has a 4.0 grade point average on her eight grade mid-year 5 report card; and 6 WHEREAS, Ellie not only has excelled academically, she also has been a recipient 7 of numerous recognitions and awards from her school, church, and community since 2018 8 when she first became involved in various activities; and 9 WHEREAS, likewise since 2018, Ellie has exuded leadership qualities serving in 10 school organizations, extracurricular, community, and church leadership positions; and 11 WHEREAS, she is known to have a natural talent to communicate well, regardless 12 of age range or background and she has leveraged her talent for communication and interest 13 in service as a volunteer for school and extracurricular groups; and 14 WHEREAS, Ellie has shown evidence of character, leadership, and a willingness to 15 learn thereby making her the perfect school representative candidate for "Students of the 16 Year"; and 17 WHEREAS, Ellie embodies all the qualities and characteristics of an exemplary 18 student making her the absolute right choice to represent St. Joseph Catholic School as the 19 2022 "Students of the Year"; and 20 WHEREAS, at the impressionable age of thirteen, Ellie understands that through the 21 journey of life, every person is faced with choices and every choice has consequences; and 22 WHEREAS, Ellie chooses to find knowledge in her choices and to learn the lesson 23 of every choice; and 24 WHEREAS, Ellie has managed to turn into successes the personal tragedies which 25 she has experienced during her thirteen short years; and 26 WHEREAS, Ellie chooses to live by three words which her dad always impressed 27 upon her, "Finish out strong"; and 28 WHEREAS, Elizabeth "Ellie" Chase Franks by representing St. Joseph Catholic 29 School as a finalist in the 2022 state "Students of the Year", demonstrates indeed how she 30 did "Finish out strong".
