Recognizes and celebrates the 50 th anniversary of the enactment of Title IX and celebrates its history and impact. 1 A CONCURRENT RESOL UTION 2 To recognize and commemorate the 50th anniversary of the enactment of Title IX and to 3 celebrate its history and impact. 4 WHEREAS, Title IX of the Educational Amendments of 1972 was passed on June 5 23, 1972; and 6 WHEREAS, Representatives Patsy T. Mink and Edith Green led the fight in 7 Congress to pass this landmark legislation; and 8 WHEREAS, on October 29, 2002, Title IX was named the "Patsy Takemoto Mink 9 Equal Opportunity in Education Act" in recognition of Representative Mink's heroic, 10 visionary, and tireless leadership in developing and passing Title IX; and 11 WHEREAS, Title IX codifies protection from discrimination based on sex in 12 educational programs, stating that no person in the United States shall, on the basis of sex, 13 be excluded from participation in, be denied the benefits of, or be subjected to discrimination 14 under any educational program or activity receiving federal financial assistance; and 15 WHEREAS, Title IX helped tear down inequitable admissions policies, increase 16 opportunities for women in nontraditional fields of study such as math and science, improve 17 vocational education opportunities for women, reduce discrimination against pregnant 18 students and teen mothers, protect female students from sexual harassment in our schools, Page 1 of 3 SCR NO. 70 SLS 22RS-3545 ORIGINAL 1 and increase athletic opportunities for girls and women; and 2 WHEREAS, Title IX has opened the doors of educational opportunity to millions of 3 women and girls across the nation; and 4 WHEREAS, Title IX applies to all public and private elementary schools, secondary 5 schools, school districts, colleges, and universities receiving any federal funding; and 6 WHEREAS, before the passage of Title IX, women and girls faced discrimination 7 and limited opportunities in higher education programs, athletics, and extracurricular 8 activities; and 9 WHEREAS, while Title IX has been instrumental in fostering fifty years of progress 10 toward equality in educational institutions and the workplace, there remains progress to be 11 made; and 12 WHEREAS, the state of Louisiana remains committed to ensuring campus safety, 13 ending sex-based discrimination against all students in elementary, secondary, and higher 14 education, and providing equal opportunities for all students; and 15 WHEREAS, several coaches and athletes throughout the state of Louisiana have been 16 recognized as Title IX trailblazers in the realm of women's athletics, including Sue Gunter, 17 DD Breaux, Ann Smith, Yvette Girouard, Leon Barmore, Sonja Hogg, Louise "Do" Bonin, 18 Emma Ellerman Boozman, Lisa Brewer, Mona Davidson Martin, Dianne Pitmann McCain, 19 Pat Nolen Pierson, Robin Roberts, and many others; and 20 WHEREAS, Title IX has been the basis for Louisiana laws that protect students from 21 discrimination based on sex in Louisiana colleges and universities, laws requiring policy 22 creation and reform regarding power-based violence, and laws requiring power-based 23 violence accountability in Louisiana schools; and 24 WHEREAS, the Louisiana Legislature, with dynamic leadership from its female 25 Senate and House members, passed significant and comprehensive bills in 2021, which were 26 signed into law by Governor John Bel Edwards, that expanded Title IX laws on a state level 27 through the development of power-based violence laws. 28 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 29 commemorate the 50th anniversary of Title IX, and commends the national movement and 30 state focus on increased equality for and fair treatment of all students.
