Commends the Ready Louisiana Coalition and designates Tuesday, May 10, 2022, as Early Education Day at the state capitol. 1 A RESOLUTION 2 To commend the Ready Louisiana Coalition and to designate Tuesday, May 10, 2022, as 3 Early Education Day at the state capitol. 4 WHEREAS, the Ready Louisiana Coalition is a bipartisan statewide coalition formed 5 in 2018 of over one hundred businesses, chambers, advocacy organizations, and early care 6 and education professionals seeking sufficient investment in quality, affordable early care 7 and education in Louisiana; and 8 WHEREAS, members of the Ready Louisiana Coalition believe that investing in 9 quality, affordable early care and education will prepare students for a smart start in life, 10 enable families to be productive in the workforce, and serve as an economic engine for local 11 communities; and 12 WHEREAS, research shows that early experiences affect the development of the 13 brain architecture, providing the foundation for all future learning, health, and social 14 behaviors; and 15 WHEREAS, ninety percent of brain development takes place between birth and age 16 four; and 17 WHEREAS, because these early years are when the very foundation of the brain is 18 built, children who begin school behind generally remain behind; and Page 1 of 2 SR NO. 109 SLS 22RS-2546 ORIGINAL 1 WHEREAS, children who receive quality, affordable early care and education 2 experience long-term improved outcomes in education, health, and social behaviors; and 3 WHEREAS, in Louisiana, the average family spends $8,500 a year on child care 4 which is a considerable part of their household budget; and 5 WHEREAS, the current lack of quality, affordable early care and education harm all 6 families and has disproportionately impacted children of color and those in poverty during 7 this critical age for early brain development; and 8 WHEREAS, lack of quality, affordable early care and education affect not only the 9 workforce of tomorrow, but also have a substantial impact on the workforce of today, in 10 terms of both worker participation and productivity in Louisiana; and 11 WHEREAS, research has shown that there can be a thirteen percent return on 12 investment in quality, affordable early care and education; and 13 WHEREAS, child care issues, lost workforce participation and productivity have 14 resulted in more than a 1.3 billion dollar loss for Louisiana's economy; and 15 WHEREAS, the over one hundred organizations from across Louisiana that comprise 16 the Ready Louisiana Coalition, are working to provide access to quality affordable early care 17 and education that will improve children's outcomes, strengthen our families and workforce, 18 and build our economy. 19 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 20 does hereby commend the Ready Louisiana Coalition and does hereby designate Tuesday, 21 May 10, 2022, as Early Education Day at the state capitol. 22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 23 Ready Louisiana Coalition.
