SLS 22RS-3648 ORIGINAL 2022 Regular Session SENATE RESOLUTION NO. 143 BY SENATOR BOUIE COMMENDATIONS. Commends Sidney H. Cates III on his career and many achievements. 1 A RESOLUTION 2 To commend Mr. Sidney H. Cates III for his illustrious service to the New Orleans Police 3 Department (NOPD), the city of New Orleans, and the United States of America. 4 WHEREAS, Mr. Cates, a veteran of the U.S. Army, honorably served his country 5 with great dignity, courage, and pride during the Korean War; and 6 WHEREAS, in February of 1955, Mr. Cates joined the NOPD, beginning a career 7 that would include positions in the Bureau of Services, the Motor Maintenance Bureau, the 8 Juvenile Bureau, as well as supervisor of the Vice Squad and supervising command of the 9 Third and Fifth Districts; and 10 WHEREAS, Mr. Cates was also instrumental in the formation of the Community 11 Relations Division, which would later obtain national prominence as a result of his 12 leadership as commander; and 13 WHEREAS, during his time with NOPD, Mr. Cates obtained a Bachelor of Arts 14 degree in Criminology from Loyola University; and 15 WHEREAS, in December of 1964, Cates was promoted to the rank of captain, being 16 the first black man to achieve this rank in the NOPD; and 17 WHEREAS, during his tenure as commander of the Community Relations Division, 18 Cates received honorable mention citations from the Louisiana Civil Service League at the Page 1 of 2 SR NO. 143 SLS 22RS-3648 ORIGINAL 1 Charles E. Dunbar Jr. Career Service Awards ceremony; Superintendent Clarence Giarusso 2 nominated Cates for the award for his dedicated performance, citing his "intelligence, 3 integrity, determination, and perseverance"; and 4 WHEREAS, Cates received the Alfred E. Clay Award presented by the Children's 5 Bureau of New Orleans for his outstanding contributions to the welfare of children in the 6 community by the design, implementation, and supervision of the programs sponsored by 7 the Community Relations Division of the NOPD; and 8 WHEREAS, on August 25, 1970, Cates was promoted to Deputy Chief of 9 Administration, the third highest position in the NOPD; and 10 WHEREAS, Cates was bestowed the highest honor the Catholic Church can award 11 to a layman when upon the recommendation of Archbishop Phillip Hannan, he was invested 12 as an Equestrian Knight into the Southern Lieutenancy of the Holy Sepulcher of Jerusalem 13 (EKHSJ), the organization entrusted with the care of the Holy Sepulcher in Jerusalem, and 14 is the only lay order recognized by the papal seat in Rome; and 15 WHEREAS, on February 1, 1972, Cates retired from the NOPD to serve in city 16 government as an Assistant Chief Administrative Officer in charge of federal programs; and 17 WHEREAS, Mr. Cates demonstrated exceptional courage, dedication, and leadership 18 throughout his storied career as his positive influence impacted not only the NOPD, but the 19 entire New Orleans community. 20 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 21 does hereby commend Mr. Sidney H. Cates III for his remarkable service and unending 22 commitment to the NOPD, the citizens of New Orleans, and the citizens of the state of 23 Louisiana. 24 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 25 Mr. Sidney H.
