SLS 22RS-3058 ORIGINAL 2022 Regular Session SENATE RESOLUTION NO. 151 BY SENATOR CARTER VOTERS/VOTING. Creates a task force to study ways to increase early voting in Louisiana with an emphasis on rural communities. 1 A RESOLUTION 2 To create and provide for the Task Force on Early Voting. 3 WHEREAS, the right to vote is a fundamental component of a democratic society; 4 and 5 WHEREAS, every effort should be made to honor the sacrifices of prior generations 6 by ensuring the right to vote is afforded to all citizens; and 7 WHEREAS, early voting provides a valuable opportunity for more citizens to 8 exercise their right to vote, particularly those in rural communities; and 9 WHEREAS, greater civic participation provides for greater opportunities for 10 representation of all the people of Louisiana; and 11 WHEREAS, examination of methods by which to facilitate an increase in early 12 voting is vital to ensuring more citizens are able to perform their civic duty and make their 13 voices heard. 14 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 15 does hereby create the Task Force on Early Voting to study ways to increase early voting in 16 Louisiana, and to propose recommendations, together with specific proposals for legislation, 17 by written report to the Senate and to the David R. Poynter Legislative Research Library as 18 required by R.S. 24:771 and 772, no later than March 1, 2023. Page 1 of 4 SR NO. 151 SLS 22RS-3058 ORIGINAL 1 BE IT FURTHER RESOLVED that the task force should give consideration to the 2 costs, voting locations, and the logistical and administrative challenges associated with early 3 voting and develop pragmatic and equitable solutions to facilitate an increase in early voter 4 turnout. 5 BE IT FURTHER RESOLVED that the task force shall consist of the following 6 members: 7 (1) The secretary of state, or his designee. 8 (2) The commissioner of elections, or his designee. 9 (3) A member of the Senate, appointed by the president of the Senate. 10 (4) The chairman of the Senate and Governmental Affairs Committee, or his 11 designee. 12 (5) The president of the Louisiana Registrars of Voters Association, or his designee. 13 (6) A member of the Louisiana Registrars of Voters Association from a parish that 14 does not contain a municipality with a population of 45,000 or more people according to the 15 2020 federal decennial census, appointed by the president of the board of directors of the 16 Louisiana Registrars of Voters Association. 17 (7) A member of the Louisiana Registrars of Voters Association from a parish that 18 contains a municipality with a population of 45,000 or more people according to the 2020 19 federal decennial census, appointed by the president of the board of directors of the 20 Louisiana Registrars of Voters Association. 21 (8) A member of the Louisiana Municipal Association from a parish that does not 22 contain a municipality with a population of 45,000 or more people according to the 2020 23 federal decennial census, appointed by the president of the Louisiana Municipal Association. 24 (9) A member of the Louisiana Municipal Association from a parish that contains a 25 municipality with a population of 45,000 or more people according to the 2020 federal 26 decennial census, appointed by the president of the Louisiana Municipal Association. 27 (10) A member of the Louisiana Police Jury Association, appointed by the president 28 of the Louisiana Police Jury Association. 29 BE IT FURTHER resolved that the task force shall consult with and receive 30 information from the Governor's Office of Disability Affairs and the Power Coalition for Page 2 of 4 SR NO. 151 SLS 22RS-3058 ORIGINAL 1 Equity and Justice. 2 BE IT FURTHER RESOLVED that each appointing authority shall submit the name 3 of the authority's appointee to the task force to the chairman of the Senate and Governmental 4 Affairs Committee no later than August 1, 2022. 5 BE IT FURTHER RESOLVED the task force shall convene for its first meeting no 6 later than September 1, 2022, at the call of the president of the Senate, or his designee, and 7 at the first meeting, the members shall elect a chairman and other officers as the task force 8 may deem appropriate. 9 BE IT FURTHER RESOLVED that a majority of the task force shall constitute a 10 quorum for the transaction of business. All official actions of the task force shall require the 11 affirmative vote of a majority of the members. 12 BE IT FURTHER RESOLVED that the members of the task force shall serve 13 without compensation, except per diem or expenses reimbursement to which they may be 14 individually entitled as members of their constituent organizations. 15 BE IT FURTHER RESOLVED that the secretary of state's office shall provide staff 16 support and assist the task force in carrying out its duties. 17 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the 18 submission of its report. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 20 secretary of state, the commissioner of elections, the executive director of the Governor's 21 Office of Disability Affairs, the president of the Power Coalition for Equity and Justice, the 22 president of the board of directors of the Louisiana Registrars of Voters Association, the 23 president of the Louisiana Municipal Association, and the president of the Louisiana Police 24 Jury Association.
