SENATE RESOLUTION NO. 154
BY SENATOR LUNEAU 
TRANSPORTATION/DEV DEPT.  Requests the Department of Transportation and
Development to study the current structure of the Red River, Atchafalaya, and Bayou Beouf
Levee District and its board operations in comparison to other levee board operations
throughout the state.
1	A RESOLUTION
2 To urge and request the Department of Transportation and Development to study the current
3 structure of the Red River, Atchafalaya, and Bayou Beouf Levee District and its
4 board operations in comparison to other levee board operations throughout the state,
5 and to report its findings and make recommendations to the Senate Committee on
6 Transportation, Highways and Public Works by March 1, 2023.
7 WHEREAS, Louisiana has developed a system of levee districts and levee boards
8 which have built levees to control the natural flow of water for the benefit of the people of
9 this state consisting of one thousand one hundred thirty-one miles of levee systems and
10 approximately twenty-eight levee boards; and
11 WHEREAS, the Legislature of Louisiana is charged with the duty of enacting laws
12 relative to levee districts and levee and drainage districts; and
13 WHEREAS, the laws pertaining to levee boards have been amended numerous times
14 in recent years resulting in different statutes for different boards; and
15 WHEREAS, the types of levee systems include levee districts and levee and drainage
16 districts, which do not operate with the same responsibilities and duties; and
17 WHEREAS, the levee districts and levee and drainage districts of this state are in
18 need of a comprehensive review; and

1 WHEREAS, the levee districts and levee and drainage districts are considered public
2 works of this state; and
3 WHEREAS, the Department of Transportation and Development is responsible for
4 oversight of the majority of levee and drainage systems for the state; and
5 WHEREAS, the expertise and input of persons experienced with knowledge in the
6 area of levee districts and levee and drainage districts can be highly beneficial to this study.
7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
8 urge and requests the Department of Transportation and Development to study the current
9 structure of the Red River, Atchafalaya, and Bayou Beouf levee district and its board
10 operations in comparison to other levee board operations throughout the state.
11 BE IT FURTHER RESOLVED that the study shall address all of the following:
12 (1) Whether the Red River, Atchafalaya, and Bayou Beouf Levee District and its
13 board operations are consistent with the other levee board operations throughout the state.
14 (2) Whether the number of commissioners on the Red River, Atchafalaya, and Bayou
15 Beouf Levee District is comparable to other levee board of commissioners.
16 (3) The feasibility of merging Grant Parish into the Red River, Atchafalaya, and
17 Bayou Beouf Levee District.
18 (4) Whether the duties of levee districts and drainage districts are effective pursuant
19 to present law.
20 BE IT FURTHER RESOLVED that the department shall submit the report of its
21 findings and make recommendations to the Senate Committee on Transportation, Highways
22 and Public Works by March 1, 2023.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
24 Department of Transportation and Development.
