SENATE RESOLUTION NO. 18
BY SENATOR FOIL 
CONDOLENCES.  Expresses sincere and heartfelt condolences upon the death of Jay Lyles.
1	A RESOLUTION
2 To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
3 passing of John (Jay) Henry Lyles III.
4 WHEREAS, it is with deep regret and profound sorrow that the Senate of the
5 Legislature of Louisiana has learned of the passing of Jay Lyles on August 30, 2021, at the
6 age of forty-one; and
7 WHEREAS, Jay was born on January 10, 1980, in Minden, Louisiana, to parents
8 John and Linda Lyles; and
9 WHEREAS, Jay was a 1998 graduate of Sibley High School, where as a sophomore,
10 he was selected to represent his class at the Hugh O'Brian (HOBY) Youth Leadership
11 program and to serve as a volunteer for HOBY Louisiana from June 2000 through 2018; and
12 WHEREAS, Jay began his college education at Northwestern State University (NSU)
13 in Natchitoches, Louisiana, where he majored in journalism and political science; and
14 WHEREAS, while a student at NSU, Jay was an active member of Phi Kappa Phi
15 fraternity and was chosen by The Fund for American Studies to study political economics
16 and ethics at Georgetown University and to intern at The Washington Times; and
17 WHEREAS, Jay was also awarded a tuition scholarship to study free economics and
18 political systems at Charles University in Prague, Czech Republic; and

1 WHEREAS, after completing two years of study at NSU, Jay transferred to
2 Louisiana State University in Baton Rouge where he graduated Magna Cum Laude with a
3 Bachelor of Arts in Mass Communications and was an active member of College
4 Republicans; and
5 WHEREAS, Jay continued his studies at LSU and earned a Master of Public
6 Administration degree in 2004, and solidified his passions for LSU sports, tailgating, and
7 Louisiana politics; and
8 WHEREAS, Jay later enrolled at the Southern University Law Center and pursued
9 legal studies from 2010 through 2011; and
10 WHEREAS, he was the owner of Jay Lyles Consulting headquartered in Baton
11 Rouge and was successful as a news reporter as well as a media advertising executive and
12 at the time of his passing, was the senior reporter for the Bayou Insider and the President and
13 Chief Executive Officer of Humor Me Louisiana, LLC; and
14 WHEREAS, during his lifetime Jay endeared himself in many roles and acquired
15 many titles including son, grandson, brother, cousin, husband, dad, uncle, friend, reporter,
16 entrepreneur, marketing guru, financial professional, political consultant, political candidate,
17 and accomplished writer; and
18 WHEREAS, he was known for his business acumen and his ability to easily gain
19 people's trust; and
20 WHEREAS, Jay was a devoted parishioner of St. Joseph's Cathedral in Baton Rouge
21 and a member of the Knights of Columbus, serving as a field agent for the Catholic fraternal
22 organization from September 2018 through May 2019; and
23 WHEREAS, one of Jay's favorite quotes was from the Dalai Lama, "Happiness is not
24 something ready-made. It comes from your own actions."; and
25 WHEREAS, Jay is survived by his wife Katrina Collins Lyles; stepdaughters Emily
26 and Allie Grace Collins; parents John and Linda Lyles; brother Chris Lyles, his wife Laura,
27 and their sons, Carson and Cooper; sister Shelley Lyles Spence and her husband Brad; and
28 a cadre of close friends and associates; and
29 WHEREAS, his passing has created a void in the hearts of his family and extended
30 family, as well as many friends and colleagues who knew and loved him.

1 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
2 does hereby express its sincere and heartfelt condolences upon the passing of John (Jay)
3 Henry Lyles III.
4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
5 family of Jay Lyles.
