SENATE RESOLUTION NO. 200

HOUSING.  Requests the Louisiana Housing Corporation to adopt use of Home Ownership
and Personal Equity (HOPE) fund as the moniker for their organization.
1	A RESOLUTION
2 To urge and request the Louisiana Housing Corporation to adopt use of Home Ownership
3 and Personal Equity (HOPE) fund as a moniker and program for their organization.
4 WHEREAS, Home Ownership and Personal Equity (HOPE) represents the American
5 dream which is not a reality for many Louisiana citizens; and
6 WHEREAS, any effort to improve the quality of life and strengthen the economy in
7 Louisiana must address all issues in regard to housing; and
8 WHEREAS, every Louisiana citizen should be able to afford to rent or own a home
9 of their own; and
10 WHEREAS, across the state and throughout the country, the cost of housing both for
11 renters and home buyers is increasing, making it harder for people to find an affordable
12 home; and
13 WHEREAS, the nation is facing a housing shortage that is driving up prices and with
14 housing prices near record highs, families are forced to make difficult financial decisions
15 and are unable to make other important investments, such as furthering their education or
16 saving for retirement; and
17 WHEREAS, home ownership is a major source of generational wealth for many
18 Americans and it is a central part of the American dream; and

1 WHEREAS, home ownership and the opportunity to build and pass down wealth
2 through home ownership are unattainable dreams for far too many Americans; and
3 WHEREAS, longstanding inequities in the housing system, from disinvestment to
4 redlining and mis-valuation of homes in low income communities, have locked out entire
5 generations from the American dream of home ownership and the opportunity to build
6 generational wealth; and
7 WHEREAS, housing also opens up opportunities that are tied to where one lives, and
8 it is a shared responsibility to ensure that everyone has equitable access to those
9 opportunities, from education and stable employment, to quality health care and healthy
10 food; and
11 WHEREAS, the goal of the Louisiana Housing Corporation is to make sure every
12 Louisiana resident is granted an opportunity to obtain safe, affordable, energy-efficient
13 housing; and
14 WHEREAS, monies allocated for the HOPE fund would be used to provide grants
15 for financial and educational assistance for home ownership for Louisiana residents who are
16 currently receiving affordable housing or other federal, state, or local rental assistance.
17 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
18 does hereby urge and request the Louisiana Housing Corporation to adopt use of Home
19 Ownership and Personal Equity (HOPE) fund as a moniker and program for their
20 organization.
21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
22 executive director of the Louisiana Housing Corporation.
