SENATE RESOLUTION NO. 201
BY SENATOR HEWITT 
CIVIL SERVICE DEPARTMENT.  Requests the Dept. of Civil Service to consult with and
advise the LSU Health Sciences Center New Orleans and LSU Health Sciences Center
Shreveport regarding participation in the state employee leave transfer program.
1	A RESOLUTION
2 To urge and request the Department of State Civil Service to consult with and advise the
3 LSU Health Sciences Center New Orleans and LSU Health Sciences Center
4 Shreveport on the feasibility and desirability of participating or continuing to
5 participate in the state employee leave transfer program.
6 WHEREAS, Part V of Chapter 8 of Title 42 of the Louisiana Revised Statutes of
7 1950 provides for the State Employee Leave Transfer Program; and
8 WHEREAS, the State Employee Leave Transfer Program allows full-time employees
9 of state agencies to participate in a leave-transfer program through which they may pool their
10 annual, sick, and compensatory leave to be used by any participating employee for a
11 personal emergency upon the exhaustion of that employee's personal leave balance; and
12 WHEREAS, many employees may find themselves in need of additional leave during
13 the course of their employment due to a variety of circumstances, such as providing care for
14 a loved one, the birth of a child, or personal illness; and
15 WHEREAS, many campuses within the LSU system have implemented policies that
16 allow for their employees to participate in the program, including the LSU A&M main
17 campus, the LSU AgCenter, LSU-Alexandria, LSU Health Sciences Center Shreveport, and
18 the Pennington Biomedical Research Center; and

1 WHEREAS, other campuses within the LSU system do not currently have approved
2 policies that allow for their employees to participate in the program, including LSU Health
3 Sciences Center New Orleans, LSU-Shreveport, LSU-Eunice, and the LSU Health Care
4 Services Division; and 
5 WHEREAS, information regarding the adoption, implementation, and strategic use
6 of a policy allowing all employees of the LSU Health Sciences Center New Orleans and
7 LSU Health Sciences Shreveport to participate in the State Employee Leave Transfer
8 Program will allow for productive discussions and informed decision-making by the
9 appropriate administrators.
10 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
11 does hereby urge and request the Department of State Civil Service to consult with and
12 advise the LSU Health Sciences Center New Orleans and LSU Health Sciences Center
13 Shreveport on the feasibility and desirability of participating or continuing to participate in
14 the State Employee Leave Transfer Program.
15 BE IT FURTHER RESOLVED that LSU Health Sciences Center New Orleans and
16 LSU Health Sciences Center Shreveport shall send a report to the chairman of the Senate and
17 Governmental Affairs Committee on the discussions relative to participation in the program
18 and any steps taken toward adoption, implementation, and strategic use of a policy allowing
19 participation by February 1, 2023.
20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
21 director of the Department of State Civil Service and the chancellors of the LSU Health
22 Sciences Center New Orleans and LSU Health Sciences Center Shreveport.
