SLS 22RS-4407 ORIGINAL 2022 Regular Session SENATE RESOLUTION NO. 204 BY SENATOR MCMATH COMMENDATIONS. Commends Vince Latino on the occasion of his retirement from the Department of Transportation and Development. 1 A RESOLUTION 2 To commend Vincent "Vince" Charles Latino Jr. on the occasion of his retirement from the 3 Department of Transportation and Development and for his service to the state of 4 Louisiana. 5 WHEREAS, it is most fitting to recognize Vince Latino and to commend him for 6 dedicating thirty years of service to the Department of Transportation and Development; and 7 WHEREAS, Mr. Latino is a native of Ponchatoula, Louisiana, where he resides today 8 on the same property where he was born and raised, and he is a 1987 graduate of 9 Ponchatoula High School; and 10 WHEREAS, in 1992, Mr. Latino graduated with a Bachelor of Science in Electrical 11 Engineering from Louisiana State University; and 12 WHEREAS, upon graduation, Mr. Latino joined the Department of Transportation 13 and Development where he worked in the bridge maintenance section, concentrating on 14 movable bridges, pumping stations, and tunnels; and 15 WHEREAS, Mr. Latino worked directly with department staff to troubleshoot and 16 repair state movable bridges, and he worked on projects for generator installation and repairs 17 to movable bridges, pump stations, and ferry boats; and 18 WHEREAS, Mr. Latino managed ferry operations at the New Roads/St. Francisville, Page 1 of 3 SR NO. 204 SLS 22RS-4407 ORIGINAL 1 Plaquemine/Sunshine, White Castle/Carville, and Edgard/Reserve locations; and 2 WHEREAS, Mr. Latino was pivotal during the implementation of the department's 3 maintenance management system in 2010 and he continued to be involved in the 4 maintenance management system until his retirement; and 5 WHEREAS, Mr. Latino was promoted to maintenance systems management and held 6 that position until being promoted to chief maintenance engineer responsible for overseeing 7 all of the department's maintenance sections and statewide maintenance policy; and 8 WHEREAS, during his time as the chief maintenance engineer, Mr. Latino ushered 9 in the Equipment Operator Rodeo in 2014, resulting in Louisiana joining several other 10 southern states in an annual regional competition; and 11 WHEREAS, Mr. Latino directed the implementation of the department's Innovations 12 Showcase, a program designed to identify, recognize, and share the best innovations in the 13 Department of Transportation and Development, office of operations; and 14 WHEREAS, Mr. Latino was promoted to deputy assistant secretary of operations in 15 2016, responsible for overseeing the nine department districts statewide as well as 16 maintenance management, loss prevention, traffic services, intelligent transportation 17 systems, tolling operations, truck permits, and facilities planning; and 18 WHEREAS, in 2017, Mr. Latino was appointed by Secretary Shawn Wilson to serve 19 as the assistant secretary of operations and in his new role, he was responsible for the 20 oversight and maintenance of eight thousand bridges and sixteen thousand five hundred 21 centerline miles of roadway throughout the state; and 22 WHEREAS, Mr. Latino served in many critical roles in directing the department's 23 emergency response efforts for hurricanes Katrina, Rita, Gustav, Ike, Isaac, Laura, Delta, 24 Zeta, and Ida, as well as flood events and winter weather response; and 25 WHEREAS, during his time as assistant secretary of operations, Mr. Latino was 26 involved with the implementation of several safety measures to better protect department 27 staff on the roadside including implementation of high visibility safety uniforms, 28 transitioning to an enhanced green and amber warning light layout on equipment, and the 29 addition of eighty-plus trailer-mounted crash attenuators for use in the department's 30 maintenance activities; and Page 2 of 3 SR NO. 204 SLS 22RS-4407 ORIGINAL 1 WHEREAS, Mr. Latino was appointed to serve as the designee for the secretary of 2 the Department of Transportation and Development on numerous boards and commissions 3 and, most recently served on Governor Edwards' Litter Task Force; and 4 WHEREAS, Mr. Latino follows in the footsteps of his father, the late Vincent 5 Charles Latino Sr., as a retiree of the Department of Transportation and Development and 6 in retirement, plans to perfect his golf and bowling games and spend quality time with his 7 wife and newborn baby; and 8 WHEREAS, Vincent Charles Latino Jr. merits the highest commendation and sincere 9 congratulations for his exemplary service to the Department of Transportation and 10 Development and the state of Louisiana. 11 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 12 does hereby commend Vincent Charles Latino Jr. on the occasion of his retirement and 13 recognize his distinguished service to the state of Louisiana and extend sincerest wishes for 14 his continued prosperity as he begins his time in retirement. 15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 16 Vincent "Vince" Latino Jr. The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Kathy Liberty.
