SENATE RESOLUTION NO. 22
BY SENATOR BOUDREAUX 
COMMENDATIONS.  Commends and congratulates Patrick C. Morrow upon his induction
into the St. Landry Parish Democratic Party Hall of Fame.
1	A RESOLUTION
2 To commend and congratulate Patrick C. Morrow upon his induction into the St. Landry
3 Parish Democratic Party Hall of Fame.
4 WHEREAS, Patrick was born in Plaquemine, Louisiana, and raised in Arnaudville
5 where his grandfather owned and operated a small pharmacy and where his father
6 established a medical clinic; and
7 WHEREAS, continuing his family's tradition of earning an education and then
8 returning home to work, Patrick graduated Louisiana State University with a Bachelor of
9 Arts in Government in 1969 and a Juris Doctorate in 1972, and upon graduation began a
10 clerkship with district court Judge Joseph LaHaye in Opelousas; and
11 WHEREAS, in 1975, along with his late brother, Patrick founded the law firm
12 Morrow and Morrow in Opelousas, and over the years, the law firm has expanded to include
13 eight attorneys practicing a wide variety of law with offices in Opelousas, Lafayette, and
14 New Iberia, and is known today as Morrow, Morrow, Ryan, Bassett, and Haik; and
15 WHEREAS, continuing his family's tradition, the law firm annually awards fifteen
16 college scholarships of $2,500 each to St. Landry and Evangeline Parish students and urges
17 recipients to complete their degrees and return to St. Landry or Evangeline Parish to begin
18 their careers; and

1 WHEREAS, in 1984, the Morrow Family established the J. Michael Morrow
2 Memorial Scholarship Fund at the LSU Law Center, and later, as part of a settlement of a
3 class action suit over crawfish farming, was instrumental in establishing a $300,000 Cy Pres
4 endowment to the LSU Law Center for the benefit of students who reside in certain parishes
5 where crawfish are farmed; and
6 WHEREAS, Mr. Morrow has devoted his career in service to his clients and the
7 courts; he is a member of the St. Landry Parish Bar Association; the Louisiana State Bar
8 Association; the American Bar Association; the Bar Association of the Fifth Federal Circuit;
9 the Louisiana Association for Justice, serving as a member of its counsel of directors; the
10 American Association of Justice; the Trial Lawyers Honorary Society; the Louisiana City
11 Attorneys Association; the Louisiana Association of Christian Lawyers; and numerous other
12 legal associations; and
13 WHEREAS, Mr. Morrow is a Fellow of the Louisiana Bar Foundation, the American
14 Bar Foundation, the John M. Duhe Jr. American Inns of Court, the International Academy
15 of Trial Lawyers, the Litigation Counsel of America, and the American Board of Trial
16 Advocates; and
17 WHEREAS, in 1995, Mr. Morrow had the honor of being appointed by the Louisiana
18 Supreme Court as Judge, Pro Tempore for the 27th Judicial District Court in St. Landry
19 Parish; and
20 WHEREAS, Mr. Morrow was appointed by Governor Blanco to serve on the
21 Louisiana Wildlife and Fisheries Commission from 2005 to 2011, serving as chairman in
22 2008; served on the Louisiana State University Law Center Board of Trustees from 2005 to
23 2007; and is currently serving on the Louisiana State University Board of Supervisors; and
24 WHEREAS, as an active member of his community, Mr. Morrow was also awarded
25 the Distinguished Citizens Award by the Evangeline Area Council of Boy Scouts in 2003,
26 and the Elks Club "Citizen of the Year" in 2011; and
27 WHEREAS, Mr. Morrow serves as a member of Hospital Service District No. 2 in
28 St. Landry Parish, and from 2012 to 2020 was on the board of trustees of Opelousas General
29 Health System; and
30 WHEREAS, Mr. Morrow has been married to the amazing Mary Alice Palazzo for

1 fifty-four years and together they have raised three remarkable children and are grandparents
2 to nine beautiful grandchildren; and
3 WHEREAS, the St. Landry Democratic Parish Executive Committee periodically
4 considers persons of high ethical and moral character who have promoted the principles of
5 constitutional equality, personal liberty, economic opportunity, and government and fiscal
6 responsibility and positively influenced the entire parish and the state; and
7 WHEREAS, as recipient of its Lifetime Achievement Award, St. Landry Parish
8 Democratic Party considers Mr. Morrow to be a person who recognizes and respects the
9 diversity of all Americans and promotes the common unity of all, leading his political party
10 and displaying strong leadership throughout his career; and
11 WHEREAS, Patrick C. Morrow demonstrates a devotion to all of the principles of
12 the St. Landry Parish Democratic Party with a lifetime championing principles that are so
13 essential to the ideas of American democracy; and
14 WHEREAS, during the Lifetime Achievement Banquet to be held on April 7, 2022,
15 Patrick C. Morrow will be inducted into the St. Landry Parish Democratic Party Hall of
16 Fame. 
17 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
18 does hereby commend and congratulate Patrick C. Morrow upon his induction into the St.
19 Landry Parish Democratic Party Hall of Fame.
20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
21 Patrick C. Morrow.
