SENATE RESOLUTION NO. 7
BY SENATOR PEACOCK 
A RESOLUTION
To urge and request the Department of Public Safety and Corrections, office of state police,
to equip each troop headquarters with electronic fingerprinting capabilities and to
transmit fingerprints submitted as part of a concealed handgun permit application to
the concealed handgun permit unit for processing.
WHEREAS, every qualified Louisiana resident has the right to apply for and receive
a concealed handgun permit; and
WHEREAS, the office of state police is required by law to issue timely and without
delay a concealed handgun permit to every qualified applicant; and
WHEREAS, the application process requires a copy of fingerprints to be submitted
in addition to the application and appropriate funds; and
WHEREAS, applicants are required to resolve any issues with inadequate
fingerprints within ten business days of the request by the department or the application will
be denied; and
WHEREAS, the issuance of the concealed handgun permit is made more onerous to
the applicant when travel to state police headquarters is required for another fingerprinting;
and
WHEREAS, the office of state police is the only entity authorized to issue a
concealed handgun permit; and
WHEREAS, the office of state police has troop headquarters located in Baton Rouge,
Kenner, Gray, Lake Charles, Alexandria, Monroe, Bossier City, Lafayette, and Mandeville;
and
WHEREAS, it would be of great benefit to applicants and would expedite and make
less onerous the task of fingerprinting if electronic fingerprinting services were available at
the troop headquarters nearest or most convenient to the applicant.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Department of Public Safety and Corrections, office of
state police, to equip each troop headquarters with electronic fingerprinting capabilities and
to transmit the electronic fingerprints to the concealed handgun permit unit for processing
in conjunction with the application for a permit.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
superintendent of the Louisiana State Police.
