BOARDS/COMMISSIONS: Provides for membership on the Fireman's Supplemental Pay Board 1 AN ACT 2To amend and reenact R.S. 40:1666.5(A) and (D), relative to the Fireman's Supplemental 3 Pay Board; to provide relative to membership and service on the board; to provide 4 relative to appointments to the board; to provide for effectiveness; and to provide for 5 related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 40:1666.5(A) and (D) are hereby amended and reenacted to read as 8follows: 9 ยง1666.5. Fireman's Supplemental Pay Board 10 A. There is hereby created a Fireman's Supplemental Pay Board, hereinafter 11 referred to as the board, which shall consist of five seven persons appointed by the 12 governor. Each appointment by the governor shall be submitted to the Senate for 13 confirmation. In making his appointments the governor shall select two persons who 14 are members in good standing of the Professional Firefighters Association of 15 Louisiana, two persons who are members in good standing of the Louisiana State 16 Fireman's Association, two persons who are members in good standing of the 17 Louisiana Fire Chiefs Association, and one at-large member who has at least twenty- 18 five years of firefighter experience. If more than thirty days have passed since the governor has been notified 2 of a vacancy on the board and no new appointment has been made or if more than 3 thirty days have passed since the governor has taken his oath of office for the term 4 and no initial appointment for that position for that term has been made, then In case 5 of vacancy or delay in appointment, the appointment shall be a member in good 6 standing of the same fire fighters firefighter's or fire chief's organization as his 7 predecessor the member who created the vacancy or whose term expired, as 8 applicable, shall be appointed by such organization, so that the board shall at all 9 times consist of three two persons who are members in good standing of the 10 Professional Firefighters Association of Louisiana, and two persons who are 11 members in good standing of the Louisiana State Fireman's Association, and two 12 persons who are members in good standing of the Louisiana Fire Chiefs Association. 13 Any member serving pursuant to the provisions of this Subsection shall serve until 14 the governor makes his appointment for such position pursuant to Subsection A of 15 this Section. 16 * * * 17 Section 2. Present law establishes the board and provides that membership is by gubernatorial appointment, subject to Senate confirmation. Proposed law retains present law. Present law provides that the board consists of five persons: two persons who are members in good standing of the Professional Firefighters Assoc. of La., two persons who are members in good standing of the Louisiana State Fireman's Assoc., and one at-large member who has at least 25 years of firefighter experience. Proposed law increases the total membership of the board to seven members by adding two persons who are members in good standing of the La. Fire Chiefs Assoc. Proposed law retains present law. Present law provides that, in case of vacancy or delay in appointment, the appointment shall be a member in good standing of the same firefighter's organization as his predecessor, so that the board shall at all time consist of three persons who are members in good standing of the Professional Firefighters Assoc. of La. and two persons who are members in good standing of the La. State Fireman's Assoc. Proposed law provides that, if more than 30 days have passed since the governor has been notified of a vacancy on the board and no new appointment has been made or if more than 30 days have passed since the governor has taken his oath of office for the term and no initial appointment for that position for that term has been made, then a temporary appointee who is a member in good standing of the same firefighter's or fire chief's organization as the member who created the vacancy shall be appointed by such organization, so that the board shall at all times consist of two persons who are members in good standing of the Professional Firefighters Assoc. of La., two persons who are members in good standing of the La. State Fireman's Assoc., and two persons who are members in good standing of the La. Fire Chiefs Assoc. Further provides that any member serving pursuant to the provisions of proposed law shall serve until the governor makes his appointment for that position pursuant to present law.
