Abstract:  Limits civil liability for refusal to mandate vaccinations for COVID-19 or other
pandemic diseases and prohibits the denial of business permits and professional licenses for
failure to mandate such vaccines.
Proposed law provides that no natural or juridical person shall be liable for any civil damages and
no cause of action may be maintained against a natural or juridical person who in the course of,
through the performance of, or by a provision of the business operations, refuses to mandate
vaccinations for COVID-19 or other pandemic diseases for any employee or customer.
Proposed law provides that the state, a state agency, or a political subdivision shall not refuse to
permit, renew, or withhold a business license or professional license solely on the basis of the
business refusing to mandate vaccinations for COVID-19 or other pandemic diseases.
