STATE AGENCIES:  Provides relative to acceptable methods of payment for the office of
motor vehicles
1	AN ACT
2To amend and reenact R.S. 40:1322(D); to provide relative to methods of payment within
3 the Department of Public Safety and Corrections; to provide for the method of
4 payment within the office of motor vehicles; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 40:1322(D) is hereby amended and reenacted to read as follows:
7 ยง1322.  Credit card, charge card, and debit card transactions with the Department of
8	Public Safety and Corrections; procedures for acceptance; administrative
9	action

11	D.(1)  The department may determine that only specific programs or specific
12 offices or locations will accept credit cards, charge cards, or debit cards as payment
13 for fees, fines, taxes, penalties, and interest.
14	(2)(a)  Notwithstanding the provisions of Paragraph (1) of this Subsection,
15 the office of motor vehicles within the department shall accept credit cards, charge
16 cards, and debit cards as payment for fees, fines, taxes, penalties, and interest as a
17 form of payment along with all other payment methods currently used.
18	(b)  Notwithstanding the provisions of Subparagraph (a) of this Paragraph,
19 the office of motor vehicles within the department shall not be required to accept

1 credit cards, charge cards, and debit cards for the International Registration Plan
2 (IRP) authorized pursuant to R.S. 47:511(B).

Abstract:  Requires the office of motor vehicles within the Dept. of Public Safety and
Corrections to accept credit cards, charge cards, and debit cards for the payment of fees,
fines, taxes, penalties, and interest.  
Present law authorizes the Dept. of Public Safety and Corrections to accept credit cards,
charge cards, or debit cards for the payment of fees, fines, taxes, penalties, and interest. 
Proposed law retains present law.
Present law authorizes the department to determine which specific programs or offices or
locations will accept credit cards, charge cards, or debit cards as payment.  
Proposed law requires the office of motor vehicles to accept credit cards, charge cards, and
debit cards as a method of payment for fees, fines, taxes, penalties, and interest, along with
all other payment methods currently used. Otherwise retains present law.
Proposed law exempts the office of motor vehicles from accepting credit cards, charge cards,
and debit cards for the International Registration Plan authorized in present law (R.S.
47:511(B)).

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Appropriations to the
original bill:
1. Add that the office of motor vehicles shall accept credit cards, charge cards, and
debit cards as a form of payment along with all other payment methods currently
used.
2. Add that the office of motor vehicles is not required to accept credit cards,
charge cards, and debit cards as a form of payment for the International
Registration Plan.
