Abstract: Provides that a nongovernmental entity has two years in which to spend funds
appropriated to the entity.
Present constitution provides that no appropriation shall be made for longer than one year.
Proposed constitutional amendment provides an exception to the one year limitation. Provides that
all appropriation to a nongovernmental entity that is neither a budget unit nor a political subdivision
is for two years.
Effective July 1, 2024.
Provides for submission of the proposed amendment to the voters at the statewide election to be held
Oct.14, 2023.
