HB 270 Reengrossed 2023 Regular Session	Willard
Abstract:  Authorizes Orleans Parish to enact ordinances relative to the growth of weeds, grass, and
other deleterious matter.
Proposed law authorizes the governing authority of Orleans Parish to enact ordinances regulating
or prohibiting the growth or accumulation of grass, noxious weeds, or other deleterious matter on
property within the parish, excluding railroad rights-of-way.  Prohibits the parish governing authority
from undertaking the cutting, destruction, or removal of grass, weeds and other deleterious matter
unless the owner has failed to do the work himself within five days after notice has been given to
him by advertisement in the official journal of the parish or by registered or certified mail. 
Authorizes the parish governing authority to charge the costs of such work to the property owner.
Proposed law  authorizes the parish governing authority to undertake the cutting, destruction, or
removal of the deleterious matter if the property owner has been notified pursuant to proposed law
at any time during the immediately preceding 24 months.
Proposed law requires the parish to furnish the owner with an invoice for the cost of the work
performed.  Authorizes the parish, if the cost is not paid within one month, to furnish the owner, by
registered or certified mail or by domiciliary or personal service, a written statement showing the
outstanding cost.  Provides that if the statement is not paid within one month thereafter, the amount
shall be included in the property owner's taxes.

Summary of Amendments Adopted by House
The House Floor Amendments to the engrossed bill:
1. Exclude railroad rights-of-way from property subject to regulation by the parish
governing authority.
