HOUSE BILL NO. 275

DISTRICTS/HOSPITAL SERVC:  Provides relative to Concordia Parish Hospital Service
District No. 1
1	AN ACT
2To amend and reenact R.S. 46:1053(C)(2)(g), relative to Concordia Parish; to provide
3 relative to Concordia Parish Hospital Service District No. 1; to provide relative to
4 the governing board of the district; to provide relative to per diem paid to board
5 members; and to provide for related matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 46:1053(C)(2)(g) is hereby amended and reenacted to read as
11follows:
12 ยง1053.  Commission; qualification of members; appointment; vacancies;
13	compensation; removal of commissioners; certain powers

19	(g)  Notwithstanding any other provision of law to the contrary, the
20 governing authority of Concordia Parish may permit a per diem to each member of

1 the Concordia Parish Hospital Service District No. 1 in an amount of not less than
2 twenty-five dollars nor more than one hundred dollars not to exceed three hundred
3 dollars for each day of attendance at meetings of the commission, not to exceed
4 twelve meetings per year.

6 Section 2.  This Act shall become effective on July 1, 2023; if vetoed by the governor
7and subsequently approved by the legislature, this Act shall become effective on July 1,
82023, or on the day following such approval by the legislature, whichever is later.

Abstract:  Provides relative to per diem paid to board members of Concordia Parish
Hospital Service District No. 1.
Present law generally authorizes parish governing authorities to create hospital service
districts within the respective parishes or to combine two or more parishes into a single
hospital service district.  Provides generally that hospital service districts are governed by
a board of five commissioners.  Further requires that commissioners be qualified voters and
residents of the district.
Proposed law retains present law.
Present law generally authorizes parish governing authorities to permit a per diem to each
member of the commission in an amount of not less than $25 nor more than $40 for each day
of attendance at commission meetings for up to 12 meetings per year.  Provides further that
per diem is payable out of the funds of the district.  Provides exceptions.
Present law provides an exception for Concordia Parish Hospital Service District No. 1;
provides that the maximum per diem is $100.
Proposed law provides relative to the exception for Concordia Parish Hospital Service
District No. 1.  Authorizes the parish governing authority to permit a per diem to each
member of the district in an amount not to exceed $300 for each day of attendance at
commission meetings for up to 12 meetings per year.  Makes the minimum per diem amount
inapplicable to the district.
Effective July 1, 2023.
