CURRICULA:  Provides relative to organ donation instruction in public high schools
1	AN ACT
2To enact R.S. 17:280.2 and 3996(B)(75), relative to school curricula; to require public
3 schools to incorporate organ donation instruction into existing curricula; and to
4 provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  This Act shall be known and may be cited as "Aliye's Law".
7 Section 2.  The legislature finds and declares the following:
8 (1)  Many people lack knowledge about organ, eye, and tissue donation.  Due to the
9 significant lifesaving impact that increased awareness and participation in
10 Louisiana's organ donation program can have in our state, there is a growing need
11 to educate potential donors to ensure they have the information needed to make
12 informed decisions.  Donated organs, including the heart, pancreas, kidney, liver,
13 lungs, and intestines, restore life.
14 (2)  Nearly two thousand people are waiting on an organ transplant in the state of
15Louisiana.
16 (3)  One organ donor can save up to eight lives, and one tissue donor can enhance the
17lives of more than seventy-five people.
18 (4)  A cornea donor can restore sight to two people.

1 (5)  When obtaining a driver's license, people can choose to register as an organ
2donor.
3 (6)  People of all ages and medical histories are potential donors.
4 Section 3.  R.S. 17:280.2 and 3996(B)(75) are hereby enacted to read as follows:
5 §280.2.  Organ donation; required instruction
6	A.  Each public high school shall provide a minimum of thirty minutes of
7 annual instruction relative to organ donation to its students.  Such instruction shall
8 be integrated into the curriculum of an existing required course such as health
9 education or another required course deemed appropriate by the public school
10 governing authority.
11	B.  In order to satisfy the requirements of this Section, each public school
12 governing authority shall use free resources from a Louisiana organ procurement
13 organization or other free resources that are available from similar authoritative
14 sources.

16 §3996.  Charter schools; exemptions; requirements

18	B.  Notwithstanding any state law, rule, or regulation to the contrary and
19 except as may be otherwise specifically provided for in an approved charter, a
20 charter school established and operated in accordance with the provisions of this
21 Chapter and its approved charter and the school's officers and employees shall be
22 exempt from all statutory mandates or other statutory requirements that are
23 applicable to public schools and to public school officers and employees except for
24 the following laws otherwise applicable to public schools with the same grades:

instruction relative to organ donation as a part of the curriculum of an existing required
course.
Proposed law requires each public school governing authority to use free resources from a
La. organ procurement organization in the implementation of proposed law.
Proposed law is applicable to all public high schools, including charter schools.
