Abstract: Removes certain funds from the state treasury.
Present law (R.S. 3:4712) establishes the Agricultural and Seafood Products Support Fund and
provides for deposits and uses of monies in such fund.
Proposed law repeals present law.
Present law (R.S. 30:136.1(C) and 301-303) establishes the Louisiana Investment Fund for
Enhancement and provides for deposits and uses of monies in such fund.
Proposed law repeals present law.
Present law (R.S. 39:98.5) establishes the Millennium Leverage Fund and provides for deposits and
uses of monies in such fund.
Proposed law repeals present law.
Present law (R.S. 49:214.8.7) establishes the Atchafalaya Basin Conservation Fund and provides for
deposits and uses of monies in such fund.
Proposed law repeals present law.
Proposed law transfers to the state general fund any remaining monies in the funds repealed by
proposed law.
Effective if and when the proposed amendment of Article VII and Article IX of the Constitution of
La. contained in the Act which originated as House Bill No. 254 of this 2023 R.S. of the Legislature
is adopted at a statewide election and becomes effective.
(Repeals R.S. 3:4712(C), (D), (F), and (G), R.S. 30:136.1(C) and 301-303, R.S. 39:98.5, and R.S.
49:214.8.7)
Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Appropriations to the original
bill:
1. Provide for the transfer of remaining balances in funds to the state general fund.
2. Make technical changes.
The House Floor Amendments to the engrossed bill:
1. Remove the language repealing R.S. 3:4711 and 4712.
2. Add language to only repeal R.S. 3:4712(C), (D), (F), and (G).
3. Add language authorizing the state treasurer to transfer to the state general fund any
remaining balances in the repealed funds upon the adoption of the constitutional
amendment contained in the ACT which originated as House Bill No. 254 of the 2023
R.S.
4. Make technical changes.
