HIGHER EDUCATION:  Requires foundational numeracy skills standards as a component
of teacher education programs
1	AN ACT
2To enact R.S. 17:7.2(A)(4), relative to approved teacher education programs; to require
3 teacher education program students receive certain instruction on teaching
4 mathematics; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:7.2(A)(4) is hereby enacted to read as follows:
7 ยง7.2.  Approved teacher education programs
8	A.  In carrying out its responsibility to prescribe the qualifications and
9 provide for the certification of teachers under authority of R.S. 17:7(6), the State
10 Board of Elementary and Secondary Education, subject to the constitutional power
11 and authority of the Board of Regents, the Board of Supervisors for the University
12 of Louisiana System, the Board of Supervisors of Louisiana State University and
13 Agricultural and Mechanical College, and the Board of Supervisors of Southern
14 University and Agricultural and Mechanical College, shall establish qualifications
15 and requirements for the approval of teacher education programs from which
16 graduates may be certified.  The qualifications and requirements established by the
17 State Board of Elementary and Secondary Education for an approved teacher
18 education program shall include but not be limited to the following:

1	(4)  That the program shall include instruction on foundational numeracy
2 skills that includes but need not be limited to the following:
3	(a)  Effectively teaching foundational mathematics skills explicitly and
4 systematically.
5	(b)  Implementing effective mathematics instruction using high-quality
6 instructional materials.
7	(c)  Providing effective instruction and interventions for students who have
8 difficulty with mathematics.
9	(d)  Understanding and using student data to make instructional decisions.

11 Section 2.  No later than December 31, 2023, the State Board of Elementary and
12Secondary Education shall revise teacher certification requirements and the requirements of
13teacher education programs to require instruction on foundational numeracy skills standards
14for candidates seeking certification to teach students.

Proposed law requires BESE to revise teacher certification requirements to align with
proposed law by Dec. 31, 2023.
