EARLY CHILDHOOD:  Provides relative to the Early Childhood Care and Education
Commission
1	AN ACT
2To amend and reenact R.S. 17:407.101(C)(1)(d), (E)(8)(introductory paragraph) and
3 (b)(introductory paragraph), (F), and (G) and to enact R.S. 17:407.101(E)(8)(b)(ix),
4 relative to the Early Childhood Care and Education Commission; to provide relative
5 to the officers and duties of a task force of the commission; to require the
6 commission report to the legislature; to provide for effectiveness; and to provide for
7 related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 17:407.101(C)(1)(d), (E)(8)(introductory paragraph) and
10(b)(introductory paragraph), and (G) are hereby amended and reenacted and R.S.
1117:407.101(E)(8)(b)(ix) is hereby enacted to read as follows:

14	C.(1)  The commission is composed of forty-one members as follows:

16	(d)  One representative of a special-needs disability advocacy organization,
17 appointed by the governor.

19	E.  The commission shall study and make recommendations relative to
20 establishing a vision for the future of early childhood care and education in

1 Louisiana.  When conducting analysis and making recommendations relative to a
2 vision and framework, the commission shall do all of the following:

4	(8)  Establish and appoint members to a task force to identify and
5 recommend:  alternative state and local funding strategies for quality early childhood
6 care and education, and strategies to address workforce compensation and benefits
7 issues within the early childhood care and education field, and a formula that could
8 be used on an annual basis to determine the funding necessary to sustain and grow
9 the early childhood care and education system and any necessary legal changes
10 needed to implement such a formula.  The commission shall incorporate the task
11 force's findings and recommendations into the report that the commission produces
12 pursuant to Subsection F of this Section.

14	(b)  The task force shall have the following nine ten members:

16	(ix)  One person with significant experience in the generation and
17 administration of state government revenue.

19	G.  The commission shall meet at least twice between consecutive regular
20 sessions of the legislature  four times per year.  At each meeting, the state
21 Department of Education shall provide updates on how the commission's
22 recommendations are being implemented.  The commission shall make any further
23 recommendations it deems necessary to advance the vision and goals established
24 pursuant to Subsection E of this Section.

1	F.  Not later than thirty days prior to the beginning of each regular session of
2 the legislature ninety days following the end of each fiscal year, the commission
3 shall provide a report of its findings and recommendations and the status of the
4 implementation of its recommendations to the governor, the members of the
5 legislature, the state superintendent of education, and the State Board of Elementary
6 and Secondary Education.

8 Section 3.(A)  Section 1 and this Section of this Act shall become effective on
9August 1, 2023.
10 (B)  Section 2 of this Act shall become effective on June 30, 2024.

Abstract: Provides relative to the Early Childhood Care and Education Commission.
Present law provides for the Early Childhood Care and Education Commission to study and
make recommendations relative to early childhood care and education.
Proposed law retains present law.
Present law requires the commission to establish and appoint members to a task force. 
Present law requires the task force to identify and recommend funding strategies and
strategies to address workforce compensation and benefits.  Proposed law retains present
law.
Proposed law additionally requires the task force to identify and recommend a funding
formula to financially sustain early childhood care and education.
Proposed law increases the task force membership from nine to ten members; requires
appointment of a member with experience in generation and administration of state
government revenue.
Present law requires the commission to provide a report to the governor, legislature, state
superintendent of education, and the State Bd. of Elementary and Secondary Education. 
Proposed law moves report submission deadline from 30 days prior to the beginning of each
regular session of the legislature to 90 days following the end of each fiscal year.
Proposed law changing submission deadline for reports becomes effective June 30, 2024.

The Committee Amendments Proposed by House Committee on Education to the
original bill:
