R.S. 17:407.101(C)(1)(d), (E)(8)(introductory paragraph) and 10(b)(introductory paragraph), and (G) are hereby amended and reenacted and R.S. 1117:407.101(E)(8)(b)(ix) is hereby enacted to read as follows: 12 §407.101. Early Childhood Care and Education Commission 13 * * * 14 C.(1) The commission is composed of forty-one members as follows: 15 * * * 16 (d) One representative of a special-needs disability advocacy organization, 17 appointed by the governor. 18 * * * 19 E. When conducting analysis and making recommendations relative to a 2 vision and framework, the commission shall do all of the following: 3 * * * 4 (8) Establish and appoint members to a task force to identify and 5 recommend: alternative state and local funding strategies for quality early childhood 6 care and education, and strategies to address workforce compensation and benefits 7 issues within the early childhood care and education field, and a formula that could 8 be used on an annual basis to determine the funding necessary to sustain and grow 9 the early childhood care and education system and any necessary legal changes 10 needed to implement such a formula. The commission shall incorporate the task 11 force's findings and recommendations into the report that the commission produces 12 pursuant to Subsection F of this Section. 13 * * * 14 (b) The task force shall have the following nine ten members: 15 * * * 16 (ix) One person with significant experience in the generation and 17 administration of state government revenue. 18 * * * 19 G. The commission shall meet at least twice between consecutive regular 20 sessions of the legislature four times per year. At each meeting, the state 21 Department of Education shall provide updates on how the commission's 22 recommendations are being implemented. The commission shall make any further 23 recommendations it deems necessary to advance the vision and goals established 24 pursuant to Subsection E of this Section. 25 * * * 26 Section 2. R.S. 17:407.101(F) is hereby amended and reenacted to read as follows: 27 §407.101. Not later than thirty days prior to the beginning of each regular session of 2 the legislature ninety days following the end of each fiscal year, the commission 3 shall provide a report of its findings and recommendations and the status of the 4 implementation of its recommendations to the governor, the members of the 5 legislature, the state superintendent of education, and the State Board of Elementary 6 and Secondary Education. 7 * * * 8 Section 3.(A) Section 1 and this Section of this Act shall become effective on 9August 1, 2023. 10 (B) Section 2 of this Act shall become effective on June 30, 2024.
