Authorizes the commissioner of administration and the president of McNeese State University to
exchange certain state property in Calcasieu Parish for property owned by the City of Lake Charles.
Further authorizes the commissioner of administration and the secretary of the Dept. of
Transportation and Development to transfer certain state property in St. Tammany Parish to the St.
Tammany Parish Government for consideration proportionate to the appraised value of the property.
Provides for the reservation of mineral rights.
Effective upon signature of governor or lapse of time for gubernatorial action.
