[R.S. 1:13(B) and 24:177(E)] HB 390 Original 2023 Regular Session Adams Abstract: Prohibits pedestrians from pulling or pushing carts on state highways. Present law specifies that where sidewalks are not provided, any pedestrian walking along and upon a highway, when practicable, must walk only on the left side of the highway or its shoulder, facing traffic which may approach from the opposite direction. Proposed law adds to present law that no pedestrian walking along a highway can push or pull a cart in proximity to open moving vehicular traffic that could render travel unsafe.
