HIGHWAYS/INTERSTATE:  Provides relative to flooding mitigation solutions along the
Interstate 12 corridor in Livingston Parish
1	AN ACT
2To amend and reenact the heading of Part IV of Chapter 3 of Title 32 of the Louisiana
3 Revised Statutes of 1950 and to enact R.S. 32:481, relative to interstate flooding
4 mitigation; to require the Department of Transportation and Development to develop
5 flooding mitigation solutions along the Interstate 12 corridor; to require the solutions
6 include practical and cost effective engineering solutions, projected costs associated
7 with recommended solutions, and projected construction dates; to require submission
8 of a report detailing solutions; to provide an effective date; and to provide for related
9 matters.
10Be it enacted by the Legislature of Louisiana:
11 Section 1.  The heading of Part IV of Chapter 3 of Title 32 of the Louisiana Revised
12Statutes of 1950 is hereby amended and reenacted and R.S. 32:481 is hereby enacted to read
13as follows:
14	PART IV.  PASSING SCHOOL VEHICLES
15	INTERSTATE FLOODING MITIGATION
16 ยง481.  Comprehensive engineering solutions for flooding mitigation; Livingston
17	parish
18	A.  The department shall develop practical and cost effective engineering
19 solutions to improve water drainage issues, resulting from impediments to the natural
20 water flow, along the Interstate 12 corridor with existing median walls which may

1 additionally or alternatively include engineering solutions to retrofit existing median
2 walls to improve the natural water flow along the Interstate 12 corridor.
3	B.  The solutions shall include the following:
4	(1)  Practical and cost effective engineering solutions.
5	(2)  Projected costs associated with the recommended solutions.
6	(3)  Projected construction dates for the recommended solutions.
7	C.  The department shall report the solutions and any proposed legislation
8 required to implement those solutions to the House Committee on Transportation,
9 Highways and Public Works and the Senate Committee on Transportation, Highways
10 and Public Works, not later than October 1, 2023.
11 Section 2.  This Act shall become effective upon signature by the governor or, if not
12signed by the governor, upon expiration of the time for bills to become law without signature
13by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
14vetoed by the governor and subsequently approved by the legislature, this Act shall become
15effective on the day following such approval.

Abstract:  Requires the Department of Transportation and Development develop flooding
mitigation solutions along the Interstate 12 corridor and produce a report of its
solutions by Oct. 1, 2023.
Proposed law requires the Dept. of Transportation and Development develop engineering
solutions to improve natural water flow along the Interstate 12 corridor with existing median
walls or retrofitting existing median walls.
Proposed law requires the solutions include the following:
(1)  Practical and cost effective engineering solutions.
(2)  Projected costs associated with the recommended solutions.
(3)  Projected construction dates for the recommended solutions.
Proposed law requires the department submit a report of its solutions along with any
proposed legislation required for implementation to the House Committee on Transportation,
