HIGHWAYS/INTERSTATE:  Provides relative to flooding mitigation solutions along the
Interstate 12 corridor in Livingston Parish
Synopsis of Senate Amendments
1.Changes language in proposed law from "flooding mitigation solutions" to
"flooding mitigation methods for possible implementation".
2.Changes language in proposed law from "solutions for flooding mitigation" to
"comparative analysis of flooding mitigation methods".
3.Changes language in proposed law from "cost effective engineering solutions"
to "cost effective engineering methods used by other states including Texas".
4.Changes language in proposed law from "projected construction dates" to
"projected construction timelines".
5.Changes language in proposed law from "recommended solutions" to "potential
solutions".
6.Changes a provision in proposed law from requiring the department to report
the solutions and any proposed legislation required to implement those solutions
to requiring the department to provide a report of the comparative analysis of
potential solutions including those used by other states and methods necessary
for implementation.
7.Changes language in proposed law from "along the Interstate 12 corridor" to
"on Interstate 12 corridor in Livingston Parish".
8.Makes technical changes.
Digest of Bill as Finally Passed by Senate
Proposed law requires the Dept. of Transportation and Development develop potential
engineering solutions to improve natural water flow along the Interstate 12 corridor in
Livingston Parish along existing median walls as well as retrofitting existing median walls.
Proposed law requires the comparable analysis of potential engineering solutions include the
following:
(1)Practical and cost effective engineering methods and potential solutions used by other
states including but not limited to Texas.
(2)Projected costs associated with the potential solutions.
(3)Projected construction timelines for the potential solutions and the methods used.
Proposed law requires the department provide a report of the comparable analysis of
potential solutions including those used by other states and methods necessary for
implementation to the House Committee on Transportation, Highways and Public Works and
the Senate Committee on Transportation, Highways and Public Works by Oct. 1, 2023.
Effective upon signature of governor or lapse of time for gubernatorial action.
