AIRCRAFT/AVIATION:  Provides relative to the Louisiana Drone Advisory Committee
1	AN ACT
2To amend and reenact R.S. 2:2.1(A), (B)(1), (C), (D), and (F), relative to the Louisiana
3 Drone Advisory Committee; to extend the existence of the Louisiana Drone
4 Advisory Committee; to change the name of the Louisiana Drone Advisory
5 Committee to the Louisiana Advanced Aviation and Drone Advisory Committee;
6 and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 2:2.1(A), (B)(1), (C), (D), and (F) are hereby amended and reenacted
9to read as follows:
10 ยง2.1  Louisiana Advanced Aviation and Drone Advisory Committee
11	A.  There is hereby created within the Louisiana Department of
12 Transportation and Development the Louisiana Advanced Aviation and Drone
13 Advisory Committee.
14	B.(1)  The secretary of the Department of Transportation and Development
15 shall create the Louisiana Advanced Aviation and Drone Advisory Committee and
16 it shall be comprised of fifteen members.  The members shall be selected by the
17 following individuals as a means of representing a diverse set of stakeholders
18 involved in the deployment and advancement of drone technologies in the state.  The
19 committee shall provide recommendations to the secretary of the Department of
20 Transportation and Development as well as both the House Committee on

1 Transportation Highways and Public Works and the Senate Committee on
2 Transportation Highways and Public Works on policy and regulatory issues related
3 to the adoption of drone technologies.

5	C.  The Louisiana Advanced Aviation and Drone Advisory Committee shall
6 meet at least four times a year starting in August of 2021.  Appointments to the
7 committee shall be made no later than July 31, 2021.  The term of the appointments
8 shall cease at the end of the 2022 Regular Session of the Louisiana Legislature, at
9 which time new appointments shall be made and end after the next two regular
10 sessions 2026 Regular Session of the Legislature.  If a member resigns from the
11 committee, the member shall be replaced by the individual responsible for their
12 nomination.
13	D.  The members of the Louisiana Advanced Aviation and Drone Advisory
14 Committee shall serve without compensation.  The department shall provide support
15 and resources to the committee solely for the preparation of committee agendas and
16 minutes.

18	F.  The Louisiana Advanced Aviation and Drone Advisory Committee shall
19 by majority vote of a quorum of members present at a meeting appoint one member
20 of the committee to serve as a liaison with the Federal Aviation Administration to
21 address any issues with federal, state, and local laws governing unmanned aircraft
22 systems and unmanned aerial systems.

Present law creates the La. Drone Advisory Committee, provides for its composition,
responsibility for recommendations on drones, and support and resources.
Present law provides that appointments to the La. Drone Advisory Committee must be made
and end after the next two regular sessions after the 2022 R.S.
Proposed law changes the name of the La. Drone Advisory Committee to the La. Advanced
Aviation and Drone Advisory Committee.  Also extends the existence of the committee
through the 2026 R.S.
