SSHB520 4563 3642 HOUSE SUMMARY OF SENATE AMENDMENTS HB 520 2023 Regular Session Carrier MOTOR VEHICLES: Creates the "Utility Lineman" and the "Louisiana Soccer Association" special prestige license plates Synopsis of Senate Amendments 1.Adds the Louisiana Respiratory Therapist license plate and provisions related to the creation, issuance, design, fees, and rule promulgation for such plate. 2.Changes "Lineman" to "Line Worker" in proposed law. 3.Designates organizations to work with the secretary to design the plates. 4.Provides for the department to collect a twenty-five dollar annual royalty fee to be forwarded to the Louisiana Community and Technical College System Certified Line Worker programs and for a handling fee of three dollars and fifty cents for each plate. Digest of Bill as Finally Passed by Senate Proposed law requires the Dept. of Public Safety and Corrections to issue special prestige license plates to be known as the "Utility Line Worker", the "Louisiana Soccer Association", and the "Louisiana Respiratory Therapist "RT STRONG"" license plates provided there is a minimum of 1,000 applicants for such plates. Proposed law requires the secretary work in conjunction with a designee from Entergy, Cleco, Southwestern Electric Power Company, the Association of Electric Cooperatives, the Louisiana Power Authority, AT&T, and the Louisiana Internet Association to select the design of the plate. Requires the design include the words "Utility Line Worker". Additionally, requires the secretary to work in conjunction with the president of the Louisiana Soccer Association to select the design of the plate. As it pertains to the La. Soccer Association plate, requires the design to include the words "Louisiana Soccer Association". With respect to the La. Respiratory Therapist plate, proposed law further requires the secretary to work in conjunction with the president of the Louisiana Society for Respiratory Care to select the color and design of the plate. Proposed law specifies that these license plates will be issued, upon application, to any citizen of La. in the same manner as any other motor vehicle license plates. Proposed law requires that the department collect a $3.50 handling fee for each plate to be retained by the department to offset a portion of administrative costs. Proposed law requires the secretary promulgate and adopt rules and regulations to implement the provisions provided in proposed law. Directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create the "Utility Line Worker", "Louisiana Soccer Association", and the Louisiana Respiratory Therapist specialty license plates when the applicable statutory provisions are met and its system is updated to accommodate the creation of new plates.
