[R.S. 1:13(B) and 24:177(E)] HB 553 Engrossed 2023 Regular Session Glover Abstract: Adds voters with disabilities to the nomination list provided by presidents of certain colleges and universities for appointment by the governor to the State Bd. of Election Supervisors. Present law provides for membership of the State Bd. of Election Supervisors to be composed of the following eight members: (1)The lieutenant governor. (2)The secretary of state. (3)The attorney general. (4)The commissioner of elections or a designee of the secretary of state. (5)One member of the Clerks of Court Assoc. (6)One member of the Registrars of Voters Assoc. (7)One member appointed by the governor from a list of nominees submitted by the presidents of Centenary College, Dillard University, Louisiana College, Loyola University, Tulane University, and Xavier University. (8)One member of the Police Jury Assoc. of La. For the list of nominees submitted by the presidents of the various colleges and universities, present law allows each president to nominate one person who is not an elected or appointed public official. Proposed law retains present law and further permits the various college and university presidents to include a second nominee who is a disabled voter and is not an elected or appointed official. Present law provides that the members of the board shall not receive any compensation but shall be reimbursed for reasonable expenses incurred in the performance of the work of the board. Proposed law retains present law. (Amends R.S. 18:23(A)(7)) Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on House and Governmental Affairs to the original bill: 1. Authorize submitting voters with disabilities as additional nominees by presidents of certain colleges and universities. 2. Remove proposed law provision adding a voter with a disability to the board.
