DISTRICTS/SPECIAL: Provides relative to the board of commissioners of East Feliciana
Gas Utility District No. 1
1 AN ACT
2To enact R.S. 33:4303(C)(3), relative to East Feliciana Parish; to provide relative to the
3 board of commissioners of East Feliciana Gas Utility District No. 1; to provide for
4 an effective date; and to provide for related matters.
5 Notice of intention to introduce this Act has been published
6 as provided by Article III, Section 13 of the Constitution of
7 Louisiana.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 33:4303(C)(3) is hereby enacted to read as follows:

14 (3)(a) Notwithstanding Paragraph (1) of this Subsection, the membership of
15 the board of commissioners of East Feliciana Gas Utility District No. 1 shall consist
16 of five members appointed as follows:
17 (i) The governing authority of East Feliciana Parish shall appoint three
18 members.
19 (ii) The governing authority of Wilson shall appoint one member.
20 (iii) The governing authority of Norwood shall appoint one member.

1 (b) Members of the board of commissioners shall serve initial and
2 subsequent terms as provided by Subsection B of this Section.

4 Section 2. The terms of members of the board of commissioners of East Feliciana
5Gas Utility District No. 1 who are serving on the effective date of this Act terminate on that
6date; however, such members shall continue to serve until at least three members have been
7appointed in accordance with R.S. 33:4303(C)(3) as enacted by this Act and qualified.
8 Section 3. This Act shall become effective upon signature by the governor or, if not
9signed by the governor, upon expiration of the time for bills to become law without signature
10by the governor, as provided in Article III, Section 18 of the Constitution of Louisiana. If
11vetoed by the governor and subsequently approved by the legislature, this Act shall become
12effective on the day following such approval.

Abstract: Provides relative to the board of commissioners of East Feliciana Gas Utility
District No. 1.
Present law authorizes a parish governing authority to create gas utility districts which are
authorized to construct, acquire, sell, lease, mortgage, extend, improve, maintain, and
operate any revenue producing gas public utility.
Present law provides for boards of commissioners to govern such districts. If a district
includes one or more municipalities, present law provides that the board has nine members,
seven appointed by the parish and two appointed by the municipalities. Provides that
commissioners serve staggered five-year terms.
Proposed law provides relative to the board of commissioners of East Feliciana Gas Utility
District No. 1. Provides that the board is comprised of five members, three appointed by the
parish governing authority and one each appointed by the municipal governing authorities
of Wilson and Norwood. Otherwise retains present law.
Proposed law provides for termination of terms of board members serving on the effective
date of proposed law.
Effective upon signature of governor or lapse of time for gubernatorial action.
